SUBJECT: Approve Right of Way Contract and accept the Easement Deed from Albertson's Inc. for
property rights in connection with the State Route 4 East, Railroad Avenue to Loveridge
Road Project, Pittsburg area. SCH# 2000112007.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
A. APPROVE the Right of Way Contract and ACCEPT the Easement Deed from Albertson's
Inc.
B. AUTHORIZE the Public Works Director to execute said Right of Way Contract on behalf of
the County.
C. APPROVE the payment of $74,000 for said property rights and AUTHORIZE the Auditor-
Controller to issue a check in said amount payable to Albertson's Inc., P. O. Box 20, Boise,
ID 83726, to be forwarded to the Real Property Division for delivery.
D. DIRECT the Real Property Division to have the above referenced Easement Deed
recorded in the Office of the Count ecorder.

II. Financial Impact:
The activity is funded by Contra Costa Transportation Authority (100%).
III. Reasons for Recommendations and Background:
These property rights are required for the State Route 4 East, Railroad Avenue to Loveridge Road
Project in accordance with the approved plans and specifications.
IV. Consequences of Negative Action:
The project will not have sufficient land rights to allow construction in accordance with the
approved plans and specifications.
