SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RF,COMMENDED ACTION_ I APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee, to issue Request for Proposal (RFP) #1062 for the Family Caregiver Support Program in the amount of approximately $503,455 available for contract(s) resulting from the RFP for the period of January 1, 2002 to June 30, 2002. FINANCIAL IMPACT- Per California Department of Aging Agreement FC-0102-06, County to receive Federal funding in the amount of$503,455 ($288,547 Baseline / $214,908 One-Time Only). $95,495 required matching funds: $14,5411,County; $80,954 in-kind and cash match shared by EHSD and contractors. I RACKC: OUNDe 1 Area Agency on Aging, as part of its strategic planning process, conducted a public forum seeking input from the community, particularly family caregivers. On August 15, 2001 a Public Forum was held to announce the availability of funds, provide guidelines as to the program requirements and regulations, and to solicit input from the community. I As a result of the forum, the following were some of the key responses obtained from the caregivers and other interested members of the public: I • Caregivers stressed the need to have a support system of available persons who are trained to discuss the emotional and practical issues of caring for family members. • The need for respite services available to relieve the caregiver allowing them to do errands and enjoy some personal time off from the constant demands of providing 24-hour care to a family member. • Transportation issues were the focus of comments from the audience with a need for more ease of access, upgrades for wheelchair access, free taxi/van service and less time waiting for transit services. 1 • Caregivers expressed the need for home modification that will allow people to remain at home. The need for ramps/railings, bathroom and shower bars, wheelchair shower facilities, yard fencing for wanderers, and the development of a list of honest, reasonably priced contractors who can perform I such modifications. • Education for caregivers surfaced as another need. The subjects suggested for education and training are: stress management, planning'for incapacity, safety, body mechanics in regards to lifting, dealing with difficult care receivers, updated information on laws and services. I AAA will consider those RFP proposals to be responsive that address theX't and community concerns.
