SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #74-142 with Seneca
Residential and Day Treatment Center, Inc . , in an amount not to exceed
$1, 964, 416, to provide residential intensive day treatment services at
County' s Oak Grove Community Treatment Facility, for the period from June
1, 2001 through June 30, 2002 .
FISCAL IMPACT:
This Contract is funded 32% by Federal Medi-Cal, 43% by State AB 3015 and
EPSDT funds, and 25% by Solano County funds .
CHILDREN'S IMPACT S'T'ATEMENT:
This Mental Health Program supports the following Board of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides a multi-disciplinary treatment program as an alternative to
hospitalization for minors who need active psychiatric treatment for acute
mental, emotional or behavioral disorders .
Under this Contract, Seneca Residential and Day Treatment Center, Inc . , will
provide intensive day treatment, mental health services, medication support,
and crisis & case management services for County-referred minors at County' s
Oak Grove Community Treatment Facility.
Approval of Contract #74-142 will allow Seneca Residential and Day Treatment
Center, Inc . to provide services through June 30, 2002 .

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT AMENDMENT— Seneca Center/Oak Grove
STATEMENT OF NEED FOR RETROACTIVE CONTRACT
Seneca Center's Oak Grove Community Treatment Facility is a new residential program that will be
opening in a County-owned building atl034 Oak Grove Road, Concord. The County has made
substantial renovations to the building in order to house the program. Construction delays and cost
overruns made program costs difficult to estimate with confidence until the present date when
project costs became known. We now have adequate information upon which to contract with the
agency for program operation and with Solano County for the beds they will be purchasing.
Therefore, retroactive approval of this request for a new contract is required to cover the service
activities of the Contractor. Approval of this request for retroactive contract approval will result in a
total payment limit of$2,096,465.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow the Contractor to open the new
residential program and serve 18 seriously emotionally disturbed youth who have not been
successful in other programs, and to prevent the hospitalization or incarceration of these children and
youth.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act, W&I Section 5608.
