SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION- APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with the City of Richmond (#29-117-0) for "Clean State" legal advocacy services in the amount of $57,500 for the period October 1, 2001 through June 30, 2002. FINANCIAL IMPACT-- No County costs. CHILDREN'S IMPACT STATEMF.NTe Services under this contract directly support two community outcomes identified in the Contra Costa Children's Report Card: 3) "Families that are Economically Self Sufficient," and 4) "Families that are Safe, Stable, and Nurturing," 4) "Communities that are Safe and Provide a High Quality of Life for Children and Families." RACKGROI1ND- "Clean Slate" is a project of the Public Defenders Office (PDO) providing legal advocacy services to CaIWORKs, Welfare-to-Work, Workforce Investment Act (WIA), and General Assistance clients possessing criminal records. Expungement of criminal records reduces barriers to employment by reducing or eliminating participant's criminal records thereby maximizing their employment potential. The Contra Costa County Employment and Human Services Department (EHSD) contracted with the PDO in the amount of$230,000 for one year for these legal services. EHSD will execute a contract with the City of Richmond in the amount of$57,500 or twenty-five percent (25%) of the total PDO contract amount for non- Ca1WORKs and WIA participants.
