SUBJECT: Afterschool Learning 9 and Safe �d Neighborhoods
Partnership Grant Application
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to submit
an application to the California Department of Education, Afterschool Learning and Safe
Neighborhoods Partnership Program, for an amount not to exceed $2,000,000 for calendar year
2002.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
$29.7 million was added to the State budget in FY 01-02 for the Afterschool Learning and Safe
Neighborhoods Partnership Program, which provides 3-year renewable grants for before and
afterschool programs. This state program compliments.--the County's "Afterschool4All" initiative
approved by the Board on August 7, 2001.
Representatives of the Mt. Diablo Unified School District, Antioch Unified School District, Pittsburg
Unified School District, West Contra Costa Unified School . District, the County and Bay Area
Partnership have been meeting to plan a collaborative application, with the County as the lead
administrative agent and the Mt. Diablo Unified School District as the fiscal agent. The group has
discussed inclusion of ten elementary schools and ten middle schools at approximately $100,000 per
site. Match is required, and the County's allocation of $590,000 ($540,000 TANF, $50,000 General .
Fund) for "Afterschool4All" during FY 2001-2002 and FY 2002-2003 can be used for that purpose.
Matches from school districts and other partners, such as community based organization and cities,
may also be included. Applications are due to the state by October 22, 2001.
