SUBJECT: APPROVAL OF INTERAGENCY AGREEMENT WITH THE CONTRA
COSTA COMMUNITY COLLEGE DISTRICT
Specific Request(S) or Recommendation (S) & Background and Justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to
execute Interagency Agreement #39-811-16 with the Contra Costa Community
College District in the amount of $891,751 for expanded state preschool
program services for the period from July 1, 2001 through June 30, 2002.
II. FINANCIAL IMPACT:
No County funding is required. The Contra Costa Community College District
receives its funding for this service from the California Department of
Education.
III . CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports
two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing."
These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
Iv. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Contra Costa County Community Services Department is the largest
childcare provider in the County. Funding for the Child Development
Division's programs are provided through a combination of direct funding from
the California Department of Education and pass-through funding agreements
with other agencies in Contra Costa County.
Since 1994, the Community Services Department has contracted with the
Contra Costa Community College District to administer and operate the
District's State Preschool program. This "expanded state preschool program"
provides both part day and full day preschool services as well as wholesome,
nutritious meals to over 250 low-income children across Contra Costa County.
Expanded state preschool services are provided by the Community Services
Department and community-based organizations that contract as delegate
agencies.
Approval of these contracts will allow the County to continue providing quality
preschool services to over 250 low-income children in Contra Costa County.
