San Francisco) !O SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Agreement #28-678 with The Regents of the University of California for the period September 1, 2001 through August 31, 2004 , in an amount not to exceed $300, 000 , for the California Asthma Among the School Aged Project (CAASA) . FINANCIAL IMPACT: This Agreement is funded by the California Endowment through the University of California, San Francisco, and will result in a three year project period, in an amount not to exceed $100, 000 per year or a total of $300, 000 during the term of the Agreement . No County funds are required. REASONS FOR RECOMMENDATIONS/BACKGROUND: Asthma management primarily is accomplished by the patient and his/her family. When all others who assist the patient coordinate activities and act from a shared knowledge base, clinical outcomes are enhanced beyond what clinical care can achieve alone . Families, care-givers, hospitals, emergency departments, schools, pharmacies and others are integral components to maximize efforts to reduce asthma morbidity. The goal of this project is to use a continuous quality improvement model to develop and implement improvements in design and delivery of care to children with asthma and their families, to improve clinical care and to mobilize community resources to provide a comprehensive approach to controlling asthma among this high-risk population. This project will focus on the North Richmond Center for Health (NRCH) clinic to reduce the high incidence of hospitalizations and school absences from asthma among children living in the target area. Those involved in this project will be working in homes and in neighboring schools to assist with the child' s asthma management and to improve compliance, communication and cooperation with the NRCH clinic, through the use of classroom instruction, home visit assessment and intervention and support groups and other community forums . In accordance with the term of the agreement, County agrees to indemnify and hold harmless Contractor from and against any and all liability, loss, expense (including reasonable attorneys fees) , or claims for injury or damages arising out of the performance of this Agreement .
