SUBJECT: Authorization to submit application and receive County
Funding from HUD Continuum of Care Homeless Assistance Fund to
support the.construction of the West County Permanent Supportive
Housing.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. APPROVE and AUTHORIZE the Director of Health Services Department or designee to execute
and transmit an application along with the necessary certifications and assurances to the Department
of Housing and Urban Development (HUD) McKinney-Vento Continuum of Care Homeless
Assistance funding to support the construction of a permanent housing facility in West County.
B. APPROVE and AUTHORIZE the Director of Health Services Department or designee, to accept up
to $500,000 in HUD McKinney-Vento funding, if awarded, and enter into contract with HUD to
perform all responsibilities in relation to receipt of the funding and contracted provisions for
construction of the West County facility.
FINANCIAL IMPACT
$500,000 in Federal HUD funds will be matched by an equal amount in State or city funds.
These State/ City funds have yet to be identified during the course of FY 01-02. The
funding application is for FY 02-03.
BACKGROUND:
The Health Services Department seeks funding for construction of the West County Family
Center to be located in West County. The Center is a new construction project aimed at
targeting homeless families with at least on parent disabled by mental illness, substance
abuse, HIV/AIDS, or dual/multiple diagnoses and is considered a high priority within the
County's Continuum of Care strategy. It is designed to house 20 homeless Contra Costa
families with an emphasis on families maintaining their permanent, safe, and affordable
housing

One effort of the project is to target families from the year-round emergency family shelter
programs in Concord and Martinez and those exiting transitional housing programs.
Continuing services will be provided to ensure that the family is connected with services
and other means of support that will sustain the family in independent housing. We believe
that this approach is critical to ending the devastating effect that homelessness has on our
families with children.
