I. Recommended Action:
RESCIND the Board of Supervisors approval of the Relocation Assistance Claim listed below
which was approved on March 20, 2001.

II. Financial Impact:

III. Reasons for Recommendations and Background:
The County required the claimant's residence in anticipation of the project to widen
Highway 4, and provided claimant with relocation assistance. The claimant located a new
residence, submitted an offer, and opened an escrow account. The Board of Supervisors
approved the payment of $68,000 as relocation assistance toward the acquisition of
claimant's new house.

During the escrow period, the claimant identified a drainage problem with the new house.
The buyer and seller of the new house could not reach an agreement and the claimant's
purchase of the new house was not consummated, and the escrow was cancelled.
IV. Consequences of Negative Action:
The claimant acquired another residence for which a replacement housing payment was
approved on September 18, 2001. If the Board fails to rescind this replacement housing claim,
the Contra Costa Transportation Authority will not be able to be reimbursed for the original claim
amount.
