SUBJECT: ACCEPT the resignation of Mr. Richard J. Foley from the Workforce Development Board.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Per the attached letters, ACCEPT the resignation of Mr. Richard J. Foley from the Workforce Development
Board. DECLARE the vacancies on the Workforce Development Board and DIRECT the Clerk of the Board
to apply the Board's policy for filling these vacancies.
FINANCIAL IMPACT:
No County costs. The local Workforce Development Board is mandated by the Federal Workforce
Investment Act of 1998 (WIA). The costs of advertisement for new appointees will be funded through WIA
funds.
BACKGROUND:
The following WIB member submitted his resignations (attached): Mr. Richard J. Foley, labor representative.
Mr. Foley is resigning due to taking a sabbatical.
The Workforce Investment Act (WIA) and the State Workforce Investment Board (SWIB) set membership
standards for local Workforce Investment Boards (WIBs).
The Workforce Development Board works with a broad range of business, education, labor, public agencies
and community-based organizations to recruit highly qualified nominees for appointment to the Board. All
nominees will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to
the Internal Operations Committee following WIB endorsement.

Subject: Workforce Development Board Resignation
This memorandum is to inform the County Board of Supervisors that Mr. Rick Foley has resigned as a member
of the Workforce Development Board of Contra Costa County(see attached letter). Mr. Foley was a labor
representative in accordance with section 117 (b) (2)(A)(111)of the federal Workforce Investment Act of 1998.
We would appreciate you making the appropriate public notice regarding the vacancy that Mr. Foley's
resignation has created for the Workforce Development Board.
The Workforce Development Board will work with the County Board of Supervisors to fill this vacancy within
the next two months. Under the Workforce Investment Act, this vacancy must be filled by a representative from
the labor community.

Dear Mr. Wetter:
Please accept this letter as my formal resignation as Contra Costa County
Workforce Development Board Member and as Contra Costa County Youth
Council Member.
I am going to take a much-needed sabbatical, but not without a little regret as I
am proud for having been able to serve Contra Costa County in these positions
and as a Member of the Contra Costa County Private Industry Council. 1 am
honored to have worked with such great Board Members, Council Members,
and Staff.
