I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute Amendment
No.1 to the Consulting Services Agreement with J. Muller International to increase
the payment limit by $18,000 to a new payment limit of $601,000 to perform
additional soils investigation for the replacement of the Bethel Island Road Bridge
over Dutch Slough in the Bethel Island area.

II. Financial Impact:
This contract amendment allows for an additional $18,000 above the previously
approved contract for $583,000.00, funded by Federal Highway Bridge
Replacement and Rehabilitation Funds (80%), Road Funds (20%).
III. Reasons for Recommendations and Background:
Bethel Island Road Bridge has been identified by the Federal Highway Bridge
Replacement and Rehabilitation Program as being structurally and functionally
inadequate and is eligible for federal funds to replace it. On November 14, 2000 the
Board approved a Consulting Service Agreement with J. Muller International for
bridge design services. This agreement included a budget for geotechnical services
including soil borings within Dutch Slough. The original budget, however, did not
include sufficient monies to account for unforeseen requirements of the permitting
agencies (i.e., US Army Corps of Engineers, State Water Quality Control Board, US
Fish and Wildlife Service). These requirements included storage of drums to
contain all drilling material and washings from the borings which results in the need
for a larger barge than originally planned. The permitting agencies also set an
October 15 deadline to perform the borings which further necessitates the need for
a large commercial barge to ensure an expedited drilling process. This amendment
covers the additional direct costs to the Geotechnical Subconsultant.
IV. Consequences of Negative Action:
If the amendment is not approved, the project will be delayed by a full year due to
the available working window for drilling in the slough.
