The proposal would include commercial, industrial and mixed-use areas within the unincorporated area of Bay Point, as well as areas in the City of Pittsburg. There is no cost for submitting a proposal. BACKGROUND/REASONS FOR RECOMMENDATIONS The IRP State Pilot Project, recently created through state legislation (AB 2864), mandates that 5 to 10 Jobs/Housing Opportunity Zones be equitably distributed across the IRP region (Alameda, Contra Costa, San Joaquin, Santa Clara, and Stanislaus Counties) to remedy the jobs/housing imbalance. The Pittsburg and Bay Point areas of east Contra Costa County have been identified to be optimal for a Jobs/Housing Opportunity Zone designation due to the area's surplus of housing compared to jobs. The goals of the IRP include: • Achieve a more equitable jobs/housing balance in the region. • Improve transportation and air quality. • Enhance the quality of life throughout the inter-regional area. • Pursue inter-regional economic development opportunities. • Establish more sustainable methods of moving people between their homes and distant jobs. In the Bay Point area the Jobs/Housing Opportunity Zone would include the BART Station area, the Bailey Road and Willow Pass Road Commercial/mixed use corridor and industrial areas that are comprised of Criterion, Dexter-Hysol, Acme Packaging and PG& E holdings, and Mirant holdings north of Willow Pass Road.
