Pursuant to§6349 and§ 6350 of the California Business and Professional Code, the Board of Law Library
Trustees respectfully submits to your Honorable Board its annual report of the condition of its trust, with full
statements of all property and money received, the number of books, periodicals and other publications on
hand, the number added by purchase, gift, or otherwise, the number of lost or missing books, and other
information as might be of interest for the fiscal year ending June 30, 2001.
Board of Trustees
The Board of Law Library Trustees was composed of the following members on June 30, 2001:

Condition of Trust
The lav library's beginning fund balance was $197,291.58 on 7/1/00. During the 2000/2001
fiscal year, the law library spent$518,356.10 while receiving$653,617.24 in total revenue. The
ending fiend balance on 6/30/01 was$332,552.72
While the trust still has a surplus, this has resulted from the reduced payroll and benefit
expenditures due to the fact that no full time law librarian has been hired.
Refer to the graph below for trend in filing fee revenue.

In addition to filing fees, the law library trust is augmented with interest earnings and
miscellaneous
revenue received for photocopies, fax receipts/transmissions, etc. A graph of these added revenues
follows:

During the 2000/01 fiscal year,volumes were recounted to ensure accuracy, the result was the tracking
system used is accurate. Although the collection has decreased slightly, it has remained current.
In light of the parsimonious financial budget, little has been done to add treatises covering new areas
of law to the collection. The law library has just been trying to maintain titles most used by patrons.
When available, Internet sources are used to retrieve information not available in print sources at the
library, although some patrons have refused electronic information sources, favoring the print
counterpart.

Significant Developments
Name Change
During the 2000/01 fiscal year, the Board of Trustees voted to add "public" to the name of the law
library. This was done to make the library more user friendly to the general public. We are now
known as the Contra Costa County PUBLIC Law Library.
Staff
The law librarian has not yet been replaced. Staffing remains consistent with prior year.
Upgraded Hardware
Upgrade for computer stations was approved by the Board of Trustees this fiscal year. Installation will
be completed in 2001/02. Monies for this acquisition were drawn from the Law Library's trust fund
reserve account.
Other
Update of the law library web-site and brochures were completed during the fiscal year.
Future Plans
During the 2001/02 fiscal year, the Law Library Board will continue to monitor revenue trends.
An effort will be made to find funding for a full or,part-time law librarian position.
Concerns, Problems
As with other California county law libraries, declining revenue is a big concern. During the past
fiscal years, the law library has experienced a drop in its filing fee revenues. The impact is great as the
law library copes with increased costs for publications, cost-of-living increases, and technological
maintenance. In the prior fiscal year, the Law Library was unable to provide cost-of-living salary
adjustments to employees. The law library needs to address the issue of how it operates within its
constraints and remain relevant to the legal community and the general public.
In the prior year,the performance of the PERS retirement plan was such that the Law Library did not
have to make any additional contributions to support the retirement fiend. Based on the current year
performance of the bond and stock market, it is possible that the August 2001 evaluation by PERS
may require additional payments this fiscal year.
The law library continues to defer spending which has placed us in a disadvantageous position for
long-term maintenance. In order to hire a new Law Librarian and to conduct appropriate acquisitions
and equipment purchases and upgrades, a revenue increase appears to be needed.
