SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXTEND contract (421-475-3) with Catholic Charities of the East Bay, from September 30,
2001 through December 31, 2001 AND INCREASE the total contract amount by $39,133 from
$172,473 to $211,606 to provide childcare and pre-school teacher training for CaIWORKs and
low income individuals with limited English proficiency residing in West Contra Costa County.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXTEND
contract (#21-475-3) with Catholic Charities of the East Bay, from September 30, 2001 through December 3l,
2001 AND INCREASE the total contract amount by $39,133 from $172,473 to $211,606 to provide childcare
and pre-school teacher training for CalWORKs and low income individuals with limited English proficiency
residing in West Contra Costa County.
FINANCIAL. IMPACT:
Funded TANF Incentive funds (100% Federal).
CHILDREN'S IMPACT STATEMENT:
Services under this contract directly support three community outcomes identified in the Contra Costa
Children's Report Card: (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable
and Nurturing"; and, (5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families" by assisting program participants who are refugees and immigrants to secure and maintain non-
subsidized employment.
BACKGROUND:
Catholic Charities of the East Bay, in collaboration with Contra Costa Community`College, applied for a
federal Office of Refugee Resettlement 1998/99 Targeted Assistance Discretionary grant to provide pre-
school teacher training/job placement services for refugees in West Contra Costa County. Catholic Charities'
proposal was selected through a competitive bid process at the federal level and funded for two years, from
10/1/98 through 9/30/00. It was not funded for a third year because many of the refugee participants had
become naturalized citizens and were not longer eligible for services with refugee funding. While refugee
numbers have been decreasing, at the same time, the numbers of former refugees, immigrants and others
with limited English language skills have been increasing on CaIWORKs caseloads. By funding this program
with TANF funds, program services will be extended to other immigrant communities including the Spanish
speaking who have never been served in refugee funded programs.
The extension will allow the program to continue through the Fall 2001 academic semester.
