SUBJECT: APPROVING THE FOURTH AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR
ARCHITECTURAL DESIGN SERVICES FOR REMODELING AND OFFICE LANDSCAPE PARTITIONS AT
VARIOUS SITES FOR EMPLOYMENT AND HUMAN SERVICES DEPARTMENT(WPA407)
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION
A. APPROVE a Fourth Amendment authorizing extra work under the Consulting Services
Agreement dated May 25, 1999, with Interactive Resources, for Architectural Design Services for
Remodeling and Office Landscape Partitions at Various Sites for Employment and Human
Services Department. The Fourth Amendment increases the scope of services and increases the
Payment Limit, as amended by the First, Second and Third Amendments, from $620,165.00 to
$636,115.00, an increase of$15,950.00.
B. AUTHORIZE the Director of General Services to execute the Fourth Amendment to the
Consulting Services Agreement, and to issue written authorizations for extra work, in addition to
the authorizations for the First, Second, Third and Fourth Amendments, provided that the
cumulative total extra cost for such additional authorizations shall not exceed $25,000.00
IT. FINANCIAL IMPACT
The architectural services necessary to design office landscape partitions (OLP) for various
Employment and Human Services offices is sufficiently budgeted within the Employment and Human
Services budget under professional services.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The Board of Supervisors approved and the Director of General Services executed a Consulting
Services Agreement with Interactive Resources, effective May 25, 1999, for architectural services
for Remodeling and Office Landscape Partitions (OLP) at Various Sites for Employment and
Human Services Department.
B. The First Amendment increased the scope and authorized the following additional architectural
Services.
1. At 4545 Delta Fair Blvd., Antioch, OLP scope increased from 170 to 226 workstations.
Provide additional architectural services to accommodate increased number of workstations,
minor mechanical modifications and review existing electrical site conditions.
2. At 151 Linus Pauling, Hercules, OLP scope increased from 100 to 195 workstations. Provide
revised architectural drawings to accommodate new floor layout. Changes include demolition
of existing walls, modifications to existing mechanical and electrical systems. New doors and
modifications to floors and ceilings. This amendment does not include redoing hardware in
doors not directly affected by revised design.
3. At 201 East 18`h Street, Antioch, provide additional architectural, mechanical, electrical and
furniture layout revisions, including new hardware throughout building.
C. The Second Amendment increased the scope and authorized additional architectural services
required to revise layout of workstations to place the Social Service and Child Welfare Divisions on
opposite sides of the second floor at 151 Linus Pauling, Hercules.
D. The Third Amendment increased the scope and authorized additional architectural services for
design modifications, minor changes to the construction drawings and major changes to bill of
materials required for splitting Phase 2 into two phases (2a and 2b) and changing the electrical from
a 6-wire system to an 8-wire system at 4545 Delta Fair Blvd., Antioch.
E. The Fourth Amendment increases the scope and authorizes additional architectural services.
1. At 151 Linus Pauling, Hercules, restart the preliminary design phase and provide a new
preliminary design to accommodate new project requirements.
2. At 151 Linus Pauling, Hercules, provide a structural analysis of the existing second floor
framing system.

EMPLOYMENT AND HUMAN SERVICES DEPARTMENT

I. Effective Date and Parties: Effective October 16, 2001, Interactive Resources (herein called "Consultant"), a California Corporation, and the
County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows:
2. Purpose: On May 25, 1999, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which
covers Architectural Design Services for Remodeling and Office Landscape Partitions at Various Sites for Employment and Human Services
Department. The Agreement has previously been amended as follows: First Amendment dated March 7, 2000, Second Amendment dated May 4,
2000, and Third Amendment dated September 25, 2000. The parties desire to further amend the Agreement to expand the scope of service and to
increase the payment limit accordingly.
3. Amendments to Agreement:
A. In the Agreement, Section 1(e), change the Payment Limit from $620,165.00 to$636,115.00, an increase of$15,950.00. This change shall
apply to charges from and after August 20,2001.
B. In accordance with Section 14 of the Agreement,provide the following services:
1. A new preliminary design phase to accommodate new project requirements at 151 Linus Pauling, Hercules.
2. A structural analysis of the existing second floor framing system at 151 Linus Pauling,Hercules.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

Note to Consultant: For corporations,the contract must be signed by two officers. The first signature must be that of the chairman of the board,president
