SUBJECT: APPROVE AND AUTHORIZE THE COUNTY CONSTRUCTION ADMINISTRATOR FOR THE
BOARD OF CORRECTIONS GRANT TO EXECUTE CHANGE ORDERS WITH ARNTZ
BUILDERS FOR THE JUVENILE HALL EXPANSION (WH228F).
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):

1. APPROVE and AUTHORIZE the County Construction Administrator for the Board of Corrections Grant, or
designee, to execute the second change order with Arntz Builders increasing the contract amount by
$66,940.

2. Pursuant to Public Contract Code 20142, DELEGATE to the County Construction Administrator for the
Board of Corrections Grant, or designee, the authority to execute written change orders to the construction
contract provided that the additional cost for any single change order does not exceed $150,000.
FINANCIAL IMPACT:
Funds for this change order are available within the construction budget contingency. Some costs are offset by
a reduction in permit fees. Therefore, the additional net cost for this change is $36,940.

REASONS FOR RECOMMENDATIONS/BACKGROUND:

This change order provides for the installation of new water service at the Juvenile Hall campus, the purchase
of an encroachment permit and equipment from the city of Martinez, and the rerouting of the water supply to
two fire hydrants.
The architect's drawings for the Juvenile Hall Expansion indicated that the city of Martinez Water Department
would accomplish the connections to the water main in Glacier Drive as part of the city's permit. However, the
Water Department workload prevented the Department from completing this work in time to accommodate the
contractor's schedule. The Water Department provided a $30,000 credit against the estimated permit fee for
the County's contractor to accomplish the work. Additionally, the Water Department directed changes to the fire
hydrant water supply. These changes will ensure adequate water pressure at the hydrants.
Contract terms prohibit the contractor from proceeding with additional work without a duly authorized change
order. Delegating signature authority to the County Construction Administrator for the Board of Corrections
Grant (George Roemer)will expedite the execution of contract changes necessary for the project completion.
