RECOMMENDED ACTION: ADOPT an Ordinance Number 2001-19 adding one Member to the Emergency Services Board. II. FINANCIAL IMPACT: NONE III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Article 42-2.4 of the County Ordinance Code establishes the Emergency Services Policy Board, its membership, purposes and duties. The Board assists and advises the County Administrator on emergency preparedness planning efforts and coordination of those planning efforts throughout the County. Membership includes senior managers from several County Agencies and other governmental organizations with Countywide responsibilities which would be involved in responding to emergency situations. One additional member is proposed to broaden the expertise on the Policy Board: County Director of Building Inspection, Carlos Baltodano. IV. CONSEQUENCES OF NEGATIVE ACTION: The Emergency Services Policy Board would continue to function, however, the additional expertise available from this position would not be available during Board Meetings and deliberations. Article 42-2.4 of the County Ordinance Code is amended to read: Article 42-2.4 Policy Board/Operational Area Council 42-2.402 Emergency Services Policy Board Establishment, Membership. The Contra Costa County Emergency Services Policy Board is created and its membership consists of the following occupants of county or other public positions and offices: (a) County Administrator (Chair) (b) Sheriff(Vice-Chair) (c) Emergency Services director (Secretary) (d) County Counsel (e) Assistant County Administrator (f) Director, Public works (g) Director, Health Services (h) Fire Chief, Contra Costa Fire Protection District (i) Risk Manager 0) Director, Community Development (k) Director, Employment and Human Services (1) Director, General Services (m) Commander, or designee, California Highway Patrol, Contra Costa area (n) County Superintendent of Schools, or designee (o) Director, Information Technology (p) Representative from Public Managers Association (q) Director, Building Inspection (Ords. 2000-25, 97-41 § 2, 82-55, 72-83.) 42-2.403 Emergency Services Policy Board — Purposes, Duties, Meetings (a) Purpose. The Emergency Services Policy Board is an advisory body providing assistance and advice to the County Administrator, and as appropriate, to the director of Emergency Services on emergency preparedness planning efforts and the coordination of such planning efforts throughout the County. (b) Disaster Council. The Emergency Services Policy Board functions as the Contra Costa Count Disaster Council. ORDINANCE NO. 2001-19 -1- (c) Duties. The Emergency Services Policy Board shall review and make recommendations on emergency and mutual aid plans and agreements and such ordinances, resolutions and regulations as are necessary to implement such plans and agreements. (c) Meetings. The Emergency Services Policy Board shall meet at least quarterly, at a date and time determined by the County Administrator, Chair, or in his absence from the county or inability to act, the Vice Chair. (Ords. 2000-25, 97-41 § 2, 82-55, 72-83.) 42.2.406 Operational Area Council-Purposes, Duties, Meetings (a) Purpose. The Operational Area Council is created as an advisory council to the Emergency Services Policy Board. The Operational Area Council consists of emergency managers from incorporated cities, special districts, key utilities and businesses and staff of the Sheriffs Office, Office of Emergency Services. (b) Duties. The Operational Area Council discusses and considers countywide emergency management areas and issues and makes recommendations thereon to the Emergency Services Policy Board through the Office of Emergency Services. (c) Meetings. The Operational Area Council meets quarterly when a date and time are fixed by the emergency services director or otherwise as requested by any of the member agencies. SECTION II. EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of the Supervisors voting for and against it in the Contra Costa Times, a newspaper published in this County.
