BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board
and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. Under
the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The 10 Committee screens
WDB nominations.
The 10 Committee considered the nomination of Celeste Murphy, State Coordinator, Job Corps,
at its October 1, 2001 meeting and recommends approval of this appointment. Job Corps is a
required One-Stop partner as prescribed by the Workforce Investment Act.

Subject: Appointment to Workforce Development Board
This memorandum requests that Ms. Celeste Murphy, State Coordinator of Job Corps, be appointed to the
Workforce Development Board of.Contra Costa County (Board) by the County Board of Supervisors. The
Board approved Ms. Murphy's nomination for the Board of Supervisors' consideration on September 17, 2001.
Ms. Murphy will fill a One-Stop Mandated Partners seat vacated by the resignation of Ms. Argentina D' Avila-
Luevano earlier this year. Jobs Corps is a required One-Stop partner and member of the Board, as prescribed
under section 117(b)(2)(A)(vi) of the Workforce Investment Act.
