GILBERT, DIRECTOR OF GENERAL SERVICES = Contra �� _ Costa DATE: October 2, 2001 County SUBJECT: APPROVING THE SECOND AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR REMODEL FOR THE PROPERTY AND EVIDENCE STORAGE DIVISION AT 2099 ARNOLD INDUSTRIAL WAY,CONCORD FOR THE SHERIFF-CORONER'S OFFICE (WH439B FORMERLY WPA342) SPECIFIC REQUESTS OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE Second Amendment authorizing extra work under the Consulting Services Agreement dated June 6, 2000, with James Miller & Associates, for architectural services for Remodel for the Evidence Storage Division at 2099 Arnold Industrial Way, Concord for the Sheriff-Coroner's Office. The Second Amendment increases the scope of services and increases the payment limit, as amended by Amendment No. 1, from $102,115.00 to $107,668.00, an increase of$5,553.00. B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting services agreement and to issue written authorization for extra work, in addition to the authorization for the Second Amendment, provided that the cumulative total extra cost for such additional authorizations shall not exceed $25,000.00. II. FINANCIAL IMPACT There are sufficient funds in the general fund plant acquisition account ($951,851.00) to cover the amount encumbered by this agreement. I1I. REASONS FOR RECOMMENDATIONSBACKGROUND A. On June 6, 2000 the Board of Supervisors approved and authorized the Director of General Services to execute the original consulting services agreement with the Consultant. The agreement provides for the design development phase, construction document phase, bidding phase and contract administration services for the Remodel for the Property and Evidence Storage Division at 2099 Arnold Industrial Way, Concord for the Sheriff-Coroner's Office. B. The First Amendment increased the scope to provide: 1. A structural evaluation of existing building, cost estimate of any required upgrades to current codes and additional engineering and construction administrative services. C. The Second Amendment increases the scope of service to provide for additional architectural and consulting due to design changes and expanded scope. Scope changed to: 1. Add a new storage area, new shower and janitor area, new vented evidence drying cabinets, new shredder, a small office in weapons area, new communications room and security fencing along rear of building. 2. Modify mezzanine configuration and electrical circuits to accommodate additional light fixtures and outlets at various locations. 3. Structural evaluation of roll-up door opening and prepare corrective action required to design wall anchorage. Effecti a Date and Parties: Effective October 2,2001,James Miller&Associates, herein called"Consultant"),a Sole Proprietor,and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Purpose: On June 6, 2000, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which covers architectural services for Remodel for the Property and Evidence Storage Division, 2099 Arnold Industrial Way, Concord for the Sheriff- Coroner's Office. The parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement,Section 1(e),change the Payment Limit,as amended by Amendment No. 1, from 5102,115.00 to 5107,668.00,an increase of$5,553,00. This change shall apply to charges from and after February 1,2001. B. In accordance with Section 14 of the Agreement,provide the following extra services: I. Add new storage area,new shower and janitorial area,new vented evidence drying cabinets,new shredder,a small office in weapons area,new communications room,and security fencing along rear of building. 2. Modify mezzanine configuration and electrical circuits to accommodate additional light fixtures and outlets at various locations. 3. Effect: Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect. 5.
