Richter Fire Chief Costa 16 . ; County DATE: October 2, 2001 sTa U°" Cl 0(0 SUBJECT: , 7 Self Contained Breathing Apparatus (SCBA) Maintenance and Repair Service Contract SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the Fire Chief, Contra Costa County Fire Protection District, to execute a service contract with Vallen Safety Supply Company to provide preventive maintenance and repair services for Self Contained Breathing Apparatus (SCBA) and equipment in the Contra Costa County Fire Protection District for the period of October 1, 2001 to June 30, 2003, with a payment limit of$120,000. FINANCIAL IMPACT: The payment limit of$120,000 is broken down into $55,000 for FY 2001-02 and $65,000 for FY 2002-03. The $55,000 is incorporated into the District's current FY 2001-02 budget; the$65,000 will be incorporated into the following FY 2002-03 budget. -BACKGROUND/REASONS FOR RECOMMENDATION: Historically, the maintenance of and repairs to the District's Self Contained Breathing Apparatus (SCBA)and related equipment have been performed by on-duty firefighters. For the past few years, in light of the District's size and the amount of equipment, one extra employee per shift has been assigned at Station 7 where the maintenance and repair work has been performed. Negotiations with Local 1230 has resulted in an agreement to reduce staffing at Station 7 by one employee per shift, provided an alternative method is used to perform the maintenance and repair work. Station 7's staffing will change from a 4-person station to the standard 3-person engine company, with overall minimum staffing in the District being reduced by one person per shift. There are advantages to having an outside vendor perform this work: the work will be performed by qualified and skilled personnel dedicated to this activity; a significant reduction in minimum staffing overtime costs; and the elimination of ongoing overtime training costs for employees who previously performed this work. A contract term longer than the standard 12-month period is desirable given the manufacturer's requirement that all SCBA be flow-tested biennially. This contract will ensure that the biennial flow-testing is completed during the contract period.
