SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
AMEND contract with Families Fir,st-, Inc. (#21-388-6) for Family Preservation services
increasing the amount to $364,000 to a new amount of$1,090,481 for the period July 1, 2001
through June 30, 2002.

RECOMMENDED AC'TI N-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract with Families First, Inc. (#21-388-6) for Family Preservation services increasing the amount to
$364,000 to a new amount of$1,090,481 for the period July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT-
$364,000 Temporary Assistance to Needy Families (TANF) Incentive Funds; 100% Federal
$726,481 State Family Preservation; 25% County, 25% State, and 50% Federal.
CHILDREN'S IMPACT STATEMENE
Services under this contract directly support all five of the community outcomes identified in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that
are Safe, Stable, and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for
Children and Families."

The Family Preservation Program, a component of the Contra Costa Family Enhancement Collaborative, is
expanding to provide a variety of supportive services to CalWORKs families who experience multiple
barriers, receive no supplemental services, and continue to struggle in the family court system. Supportive
services such as counseling, information and referral, educational advocacy, and assistance to manage every
day living reduce barriers to the families ability to be successful. Services provided to families will be time
limited to develop health and safe environments for youth and families.
The goal of Family Preservation is to support and strengthen families and avoid out of home placement for
youth. Services support families to develop skills and tools strengthening and empowering their ability to be
self-sufficient.
