SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director or designee, on
behalf of the Workforce Development Board, to APPLY for and ACCEPT funding from the
Young Offender Initiative in the amount of$3,100,000 for Innovative Re-entry Services under
the U. S. Departments of Labor, Justice, and Health and Human Services, Young Offender
Initiative: Re-entry Grant Program, for the period of January 1, 2002 through December 31,
2003.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director or designee, on behalf of the
Workforce Development Board, to APPLY for and ACCEPT funding from the Young Offender Initiative in
the amount of$3,100,000 for Innovative Re-entry Services under the U. S. Departments of Labor, Justice, and
Health and Human Services, Young Offender Initiative: Re-entry Grant Program, for the period of January 1,
2002 through December 31, 2003.
FINANCIAL. IMPACT:
$3,100,000; 100% federal funds. Contra Costa County and City of Richmond will provide existing program
management staff secured from federally funded sources/activities for program implementation.
BACKGROUND*
The Employment and Human Services Department on behalf of the Workforce Development Board is
requesting authority to apply,for grant funding from the joint solicitation issued by the U.S. Departments Labor,
Justice and Health and Human Services to support the WIA youth services. This program will be a partnership
between the County's Workforce Development Board and the Richmond Workforce Investment Board. The
program services have been designed to provide supportive services, education and employment opportunities to
young offenders between 14 and 35 years old, who are preparing to return to the community or have recently
returned to the community. With referrals from Probation and Detention Centers, the Young Offender Re-entry
Program will assist with transition back to the community, as well as for those who wish to volunteer.
If funded the Young Offender Initiative will:
• Assist young offenders in obtaining and retaining long-term employment,
• Address substance abuse and mental health needs,
• Assist in maintaining stable residences, and
• Aid in becoming productive, responsible, and law-abiding citizens.
Staffed by program managers and community based case management services, the Re-entry Program will
contract with local organizations to assist young offenders with necessary support and transition services. The
Re-entry Program will provide a continuum of services to an offender population that has traditionally been
isolated in low-income neighborhoods. The Re-entry Program will enable young Offen s o maximize the
opportunity to integrate successfully and productively back into their c unities.
