THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: New County Administrator Announcement
On this date, the Chair of the Board announced that by a
unanimous vote of the Supervisors present, the Board of
Supervisors declares its intent to approve hiring on January 23,
2001, John R. Sweeten as the Contra Costa County Administrator.

4: Mr. John R. Sweeten
After conducting a nation-wide search, the Board of Supervisors indicated its intention to select
Mr. John R. Sweeten from a pool of highly qualified candidates as the County's new
Administrator. Mr. Sweeten is from Marin County where he worked as the Assistant County
Administrator. He has over 28 years of experience in County administration.

• Juris Doctor from the University of San Diego (Is an inactive member of the California Bar).
• Master of Arts Degree in Political Science from California State University, San Diego.
• Bachelor of Arts Degree in Political Science from the University of California, Riverside.
Fxpedence
1996 to 2001 Marin County, CA Assistant County Administrator
• Responsible for leading budget team in the development / monitoring of the annual County
budget.
• Managed the legislative advocacy program.
• Oversaw major program areas such as health and human services, criminal justice
programs and public safety.
• Managed financing for a variety of capital faciiities improvements.
1983 to 1996 San Diego County, CA Director of Intergovernmental & Public Affairs
• Directly involved in all of the major issues affecting counties such as trial court funding, the
realignment of responsibility for health and social services programs, reform of the general
assistance program, Proposition 172 implementation, the ERAF property tax shifts, and
efforts to restructure the State-county relationship.
• Was able to strengthen the County's federal and State representation program and achieve
numerous successes.

• Provided central agency administrative support for various human services programs such
as probation, welfare, minority community affairs and employment development.
• Responsible for budget management and policy analysis in various central County
management offices.
