(dba Guardian Security Agency) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Frank Puglisi, Jr. ) , to execute on behalf of the County, Contract #26-352-2 with Delta Personnel Services (dba Guardian Security Agency) , in an amount not to exceed $75, 000, for the period from January 1, 2001 through December 31, 2001, for the provision of Security Guard services at Los Medanos Community Hospital . FISCAL IMPACT: Funding for this Contract is included in the Health Services Department ' s Enterprise I budget . BACXGROUNDIREASON(S) FOR RECOMMENDATION(S): For many years the County has contracted with registries to provide temporary qualified personnel to assist the Department during peak work loads, temporary absences and emergency situations. On March 7, 2000, the Board of Supervisors approved Contract #26-352-1, with Delta Personnel Services (dba Guardian Security Agency) , for the period from January 1, 2000 through December 31, 2001, for the provision of Security Guard services at Los Medanos Community Hospital. Approval of Contract #26-352-2 will allow Contractor to continue providing its uniformed security officers to safeguard equipment and furnishings and to monitor unauthorized visitors at the Los Medanos Community Hospital campus . These officers will patrol the buildings and grounds in order to serve as a visible deterrent for potential problems, particularly thefts and vandalism, at the property through December 31, 2001. FISCAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients anal/or third party payors will be billed for services. BACKGROUND/REASON W FOR RECOMMENDATIONS: For a number of years the County has contracted with Medical and Dental Specialists to provide specialized professional services which are not otherwise available in its hospital and clinics . Under Contract #26-982, Michael J. Van Duren, M.D. will provide 24 hour in house on-call Obstetric and Gynecology services, including but not limited to, consultation, and medical and/or surgical procedures, for Contra Costa Regional Medical Center and Contra Costa Health Centers, through December 31, 2003 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND contract #21-546-1 with Ryno Technology, Inc., raising the contract amount by $304,500 to a new amount of$504,500 and extending the contract termination date from December 31, 2000 to June 30, 2001. FINANCIAL IMPACT: The County cost of this amendment is $60,900 (20 percent), with federal and state funds (80 percent) covering the remaining costs. CHILDREN'S IMPACT STATEMENT: This contract supports-all five of Contra Costa County's community outcomes: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends on automation for the payment of benefits and delivery of services and this contract directly supports agency- wide technical systems. BACKGROUND: On October 3, 2000,the Board authorized Employment and Human Services to extend its contract with Ryno Technology through December 31, 2000. At that time, EHSD planned to issue a competitive public bid process to recruit qualified vendors to provide similar services. EHSD subsequently learned that in January 2001 the Department of Information Technology (DoIT)plans to issue a bid for technical services to recruit contractors to support the entire County. A unified contract procurement process will save money and staff hours compared to each County department pursuing separate contract arrangements. Based on DoIT's intent, EHSD will not pursue its own procurement process for these technical support services. In the interim, EHSD has four vacant positions out of twelve budgeted positions and amending this contract will retain staff resources EHSD needs to support users of automated systems, install new equipment for employees an4- p rt facility changes. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan (Health Plan) member premiums. BACKGROUND/REASON(S)_ FOR RECOMMENDATION(S) : For several years the County has contracted with registries to provide temporary personnel for assistance during peak loads, temporary absences and emergency situations in critical areas. The Contra Costa Health Plan is required by State regulations to maintain accurate patient accounting. Due to a temporary staffing shortage this Contract is necessary to provide temporary medical record technicians while permanent placement is in progress.
