Navarro M.dela0 Engineering Services J.Torres SUBJECT: 2001 Overlays-State and Federal Funded project, various County areas Project Nos. 0662-6R4242 (State) and 0662-6R4243-01 (Federal), CDD-CP #00-101 DATE: January 16, 2001 PAGE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost for the State overlay portion (0662-684242) is $5,700,000.00 funded by California Assembly Bill 2928 (90%) and Measure C (10%). The estimated project cost for the Federal overlay portion (0662-6R4243) is $2,700,000.00 funded by TEA21-Rehabilitation & Maintenance Program (88.5%) and Measure C (11.5%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The purpose of this project is to extend the pavement life of the streets with routine maintenance overlays. The project consists of shoulder widening, minor base failure repair, crack sealing, pavement grinding and grading, reconstructing earthen shoulders, adjusting existing facilities to roadway grade, installing drainage modifications (constructing storm drain), placing asphalt concrete dike, applying rubber asphalt overlay on existing roadway, installing striping and pavement marking, relocating road signs, installing ADA (Americans with Disabilities Act) curb ramps and installing curb, gutter, and sidewalk. Utility covers, monument lids, and manhole covers will be adjusted to finished grade. Temporary construction easements may be required and right of way may be obtained. On job sites close to an existing freeway on or off ramps, the contractor will observe the traffic volume during peak hours and avoid working during those hours. Due to high volumes of daytime traffic at Site F1 (Treat Blvd.), work will be done at night. Lane closures will be implemented to allow contractors to work within the work zone areas, while maintaining continuous access for both pedestrians and vehicles. School officials will be contacted to discuss the project and determine the best time for construction, and alternative routes to school. The contractor for the Cummings Skyway (Site 6) must coordinate with the State Route 4 Gap Project to assure that any lane closures will not occur simultaneously on both sites. Emergency service providers within the project limits will be notified of the project in order for alternative measures to be taken to minimize delay in response time. JEPA coordination may be implemented with the City of Richmond. The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The proposed project consists of the operation, repair, maintenance and minor alteration of existing facilities involving negligible expansion of use beyond that existing. The project will not result in the removal of any scenic resource. IV.
