BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The Service Integration Teams (SIT) provide integrated services of the County Departments of Employment and Human Services, Health Services and Probation to the communities of Bay Point, North Richmond and "Old Town" San Pablo. Services provided include employment services, CaIWORKslFood Stamps/MediCal, Child Welfare, Public. Health, Children's Mental Health, Probation and linkage to the public schools. This proposal Would support the continuation of the SIT's Substance Abuse and Adult Mental Health services, initiated in the fall of 1998, and support SIT's on-going collaborative partnership With New Connections, a behavioral health care services agency. Substance abuse and adult mental health services are a critical need in the SIT communities. The incorporation of these services into the SIT's integrated services program model allows families in the SIT communities to be served in a comprehensive and holistic manner. The CDBG proposal will provide a full-time Substance Abuse and Mental Health Counselor to provide SIT families living in Bay Point, North Richmond and Old Town With pre-treatment, assessment and referral Services. The Counselor will also provide training and consultation services to SIT staff, multiplying services to SIT families and the communities at a decreasing cost of services per person served. On January 19 1999, the Board of Supervisors approved Contract #23-251 (as amended by Contract Extension Agreement #23-251-1 and Contract Amendment Agreements #23--251-2 and 23-251-3) with Ad Club Advertising Services, for the period from December 31, 1999 through December 31, 2000, to provide advertising services for , the Department ' s Personnel Office. Approval of Contract #23-251 -4 will allow the Contractor to continue providing services through December 31, 2001 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE an interagency agreement with the In-Home Supportive Services (IHSS) Authority (#21-700), which outlines the respective responsibilities and obligations of the County and the Authority regarding the IHSS Program and provides for the budget of the Authority for the 2000-2001 fiscal year. FINANCIAL IMPACT: The County cost of the IHSS program will be approximately $141,580, or 21% of the $674,190 budgeted for administrative costs for fiscal year 2000-2001 in the IHSS Authority budget. BACKGROUND: The Board of Supervisors enacted Ordinance Number 98-14 on March 17, 1998, establishing the Contra Costa County In-Home Supportive Services Authority ("Authority") as an independent public agency pursuant to California Welfare and Institutions Code section 12301.6. While the Authority is an independent public agency, it both receives some services from County departments and provides services to the County. This relationship requires an agreement that establishes the respective obligations and responsibilities of the County and the Authority. The Board of Supervisors previously authorized an interagency agreement between the County and the Authority for IHSS services on May 25, 1999. This contract will provide for continued IHSS program services for fiscal year 2000-2001. BACKGROUND: Change Order #11 provides the installation of the telecommunication system necessary to operate the new Clinical and Public Health Laboratory. Construction documents for the new laboratory excluded this work since the scope was undefined at the time. The Contra Costa County Health Services Department, the Department of Information Technology along with Endymion Systems Inc. prepared specifications defining the telecommunication system requirements and an independent cost estimate. The general construction contractor, JW and Sons solicited competitive bids from three subcontractors for the work. The County reviewed all bids for conformity to the specifications and JW & Sons selected the lowest responsive bidder. This bid was less than the independent estimate by 40%. No County general funds are involved. REASONS FOR RECOMMENDATIONIBACKGROUND: The Dispute Resolution Program Act of 1966 (Business and Professional Code Sections 465, et seq.) provided for the establishment and funding, at County option, of local dispute resolution services as an alternative to formal court proceedings. The Act authorized participating counties to increase Superior, Municipal and Justice Courts filing fees from one to three dollars for the purpose of funding the local dispute resolution programs. On January 1, 1987, the Board approved the County's participation in the program and authorized a three dollar increase in court filing fees. The Dispute Resolution Advisory Committee was created by the Board to consider implementation strategies and funding guidelines appropriate for Contra Costa County. The purpose of the funding is to encourage the establishment and use of local dispute resolution services as an alternative to formal court proceedings. The program operates under the provisions of the Dispute Resolution Programs Act The Committee formed a County Dispute Resolution Network, which is composed of a representative from each of the funded program agencies. It meets periodically and coordinates County-wide training, advertisement and services. In 1998, the State reissued the California Dispute Resolution Program Act and authorized counties to allocate up to $8.00 from filing fees to generate new revenues for these local programs. Effective January 1, 1999, the dispute resolution portion of the civil filing fee in Contra Costa County increased from $3.00 to $8.00. The increase was approved by the Board of Supervisors pursuant to a request by the Superior Court. In 2000, the Superior Court identified two new priorities for the increased funding — Juvenile Mediation Services and a Special Masters Program in Family Law. In 2001, the Superior Court requested that a Pilot Project for Small Claims Mediation be funded. The Dispute Advisory Committee received seven application in response to a Request for Proposals issued on October 31, 2000. The Committee met on December 21, 2000, to consider funding of the County's dispute resolution programs. The Advisory Committee voted to fund five programs at the levels specified and recommended that staff work with the two applicants for the Small Claims Mediation Program to coordinate their efforts. All five of the approved projects will provide for the continuation of existing Dispute Resolution Services. The following is a brief description of each program: STAN DI (formerly Battered Women's Alternatives) The Teen Conflict Management Program will provide an alternative school-based and community accessible relationship violence/dispute resolution program to adolescent youth in schools throughout Contra Costa County. The program teaches skills to resolve conflicts non-violently throughout their lifetime. California Community Dispute Services will act as a mediating structure between the justice system (courts, police, probation, and other agencies) and the community—alternatives include facilitation, mediation, and arbitration services. Train and/or provide support services to volunteers, provide general public relations and outreach efforts to educate the community. Center for Human Develonment/Conflict Resolution Panels will provide direct conflict resolution services including education, information, conciliation, referrals, and mediation in at least 27 cases each month, serving approximately 900 individuals. Train 50 community members in conflict resolution; conduct at least 12 presentations to community groups, businesses, law enforcement agencies, and governmental agencies to educate them about conflict resolution and CRP's services; provide for-fee conflict resolution training to at least 4 organizations; and conduct at least 5 for-fee mediations. Probation Department (first year administered by the Superior Court) The Juvenile Mediation Program provides an alternative forum for victims of juvenile crime and juvenile offenders to reconcile their differences with the hope of increasing the minor's awareness of the consequences of their unintended or intended unlawful acts. The Probation Department will continue with the start up of this new program by refining the protocols for case selection, victim contact and information, pre-mediation face-to-face sessions, and conduct 54 mediation cases in 2001. The program will continue to operate under the direction of the Victim/Offender Juvenile Mediation Advisory Panel which is chaired by Judge Lois Haight, the Presiding Judge of the Juvenile Court. SWerior Court — Contra Costa County The Special Masters Program provides an alternative forum for high conflict child custody cases to resolve co-parenting issues with the assistance of special masters.
