RECOMMENDATIONS
1. APPROVE and AUTHORIZE the Community Development Director to resubmit a$1.5
million federal grant application for transportation improvements in North Richmond;
2. AUTHORIZE the Community Development Director to contact Congressional
delegates for assistance in obtaining the funds.
FISCAL IMPACT
None to the General Fund. If the grant is received, the Redevelopment Agency and Public
Works Department will provide a total of approximately$650,000 in matching funds and in-
lieu staff services.
BACKGROUND/REASONS FOR RECOMMENDATIONS
For the past two years, the County has applied unsuccessfully for a $1.5 million federal
grant to finance planning, consensus-building, engineering and environmental analysis for
North Richmond transportation improvements. The applications were made with
authorization from the Board of Supervisors. The grant was sought through the
Transportation and Community and System Preservation (TCSP) Program, administered
by the Federal Highway Administration. The transportation,improvements collectively are
known as the North Richmond Community Enhancement and Circulation Project. The
project involves extension of discontinuous streets to create a truck route to the regional
highway network, and a pedestrian/bicycle overcrossing over two sets of railroad tracks
that separate North Richmond from nearby goods and services in San Pablo.

BACKGROUND/REASONS FOR RECOMMENDATIONS
Two years ago, our grant application was not selected for funding. Last year we reapplied,
but all of the TCSP funds were earmarked for projects in the federal budget, leaving no
funds for any competitive grant awards. The Community Development Department now
seeks to maximize our chances for obtaining the funds by using a two-part strategy: 1)
reapplying for the TCSP competitive grant program for federal FY 2002, and 2)requesting
our Congressional delegation assist us in obtaining federal funds for the project. The
deadline for filing the FY 2002 grant applications is January 31, 2001,
The North Richmond Community Enhancement and Circulation Project will enable us to
move forward with important improvements to the residential and industrial areas of North
Richmond. The improvements will enhance the livability, safety and economic vitality of
North Richmond.
The project will complement collaborative planning efforts already under way between
County staff and City of Richmond staff. The two staffs currently are working on urban
design and streetscape improvement plans in the residential area of North Richmond.
These efforts have been funded through"Transportation for Livable Communities" grants
from the Metropolitan Transportation Commission (a planning grant to the City of
Richmond and a streetscape construction grant to the County).
The City of San Pablo also will be a partner in the process to be funded through this grant.
The proposed railroad overcrossing will connect North Richmond to San Pablo. City staff
members from Richmond and San Pablo are supportive of our funding request.
Exhibit A is a draft letter from the Community Development Director to U.S. Representative
George Miller III, in whose district the proposed project area is located. Exhibit B is a copy
of the grant application.

Contra Costa County seeks your help in gaining$1.5 million in federal funds for critical transportation safety
and circulation improvements in North Richmond.
As you know,North Richmond is an economically impoverished community in western Contra Costa County.
Part of it is in an unincorporated area under the County's jurisdiction, and part is within the Richmond city
limits. The County and the City of Richmond are working together to improve the North Richmond
community in a number of ways,including transportation,economic development,community livability and
safety.
For the past two years, Contra Costa County has applied unsuccessfully for a $1.5 million grant through a
federal grant program known as the Transportation and Community and System Preservation (TCSP)
program. For the most recent round of funding, the Federal Highway Administration informed us that all
TCSP funds had been earmarked for specific projects so there was no competitive grant program at all.
The grant we sought would have provided for planning,community outreach,engineering and environmental
analysis for two important projects:a pedestrian overcrossing of two sets of railroad tracks,and development
of a new road system that will remove truck traffic from the area around a neighborhood elementary school.
These projects will provide a safer railroad crossing, better connections between North Richmond and
neighboring communities, a safer and quieter school area,and a more livable residential neighborhood. The
new road system also will help stimulate economic development in the industrial area of the community by
providing a more direct connection between the industrial area and the regional highway network.
Since the grant funds for the coming round of TCSP funding may also be earmarked,we request your help in
gaining an earmark, or obtaining some other comparable source of funds, to help us finance this important
project.

Abstract: North Richmond is an urban redevelopment project area of nearly 3,000 residents
who are mostly from very low-income households. The North Richmond
Community Enhancement and Circulation Project will identify transportation
improvements that 1)provide truck access between businesses and the Richmond
Parkway,2)create safe crossings of major rail lines separating North Richmond
from neighboring communities,and 3)improve local access to the Wildcat Creek
Regional Trail. The.Project will define and evaluate alternatives,and recommend
the preferred improvements. The Project addresses the goals of the North
Richmond Community Action Plan,the Redevelopment Plan for North
Richmond,the federally approved North Richmond Revitalization_Strategy,and
the Welfare to Work Transportation Action Plan. Irnplementation of the Project's
recommendations will improve the livability of North Richmond,attract job-
generating development,and improve the mobility and safety of its residents.

and two sets of heavily used railroad tracks have limited the efficiency and safety of the
transportation system.Trucks accessing the regional highway system must take indirect routes
that lead them through a residential neighborhood. The area also lacks good road connections
between the residential and industrial areas. The Project alternatives will include additional
vehicular linkages between the residential and industrial portions of the community,as well as
access to the Wildcat Creek Regional Trail and a railroad overcrossing that would serve the
needs of trail users as well as Market Avenue pedestrians and bicyclists. This analysis of railroad
crossing issues will improve system efficiency.
Objective 2: Reduce the impacts of transportation on the environment.
The Project will focus on the environmental impacts of transportation by providing a forum to
identify, assess,and respond to current circulation patterns. This will be accomplished through a
series of public meetings to encourage maximum public involvement on transportation and
environmental issues.The process will include the public,in the decision-making process by
establishing a steering committee of stakeholders to provide direction for the preferred
community enhancement and circulation improvements:
From a physical environmental perspective,the Project will address current health and safety
issues arising from the conflict between truck traffic,residential uses, and children accessing the
nearby Verde Elementary School. Project outcomes will include physical infrastructure
improvements for routing truck traffic away from schools and residences, and providing easier
and safer passage over the railroad tracks.At present,truck traffic in North Richmond limits
pedestrian safety and results in air pollution and noise impacts on the Verde School and the
residential neighborhood. A long-term solution must be found. In addition,the planned
improvements will provide a linkage to the Wildcat Regional Trail along Wildcat Creek,which
should promote use of the trail.
Objective 3: Reduce the need far costly future investments in public infrastructure.
This Project employs a cost-effective and responsible approach to public investment by focusing
on alternatives that feature incremental improvements to existing facilities—extensions of
existing surface streets and a pedestrian/bicycle overcrossing of railroads, for example. The
Project also will increase the opportunities for infill development in North Richmond by
providing adequate circulation.and highway access to land that currently lacks such access. The
alternatives to these kinds of improvements would be far more costly, such as relocating the
Verde School to a new location and locating new industry in other areas on the suburban fringe.
This approach differs from many previous redevelopment efforts in other places. Modem
approaches to deficient or substandard infrastructure tended to be either a series of quick fixes or
costly large-scale capital improvements. In transportation,traditional post-War solutions often
amounted to construction of expensive new roads and highways to facilitate mobility,sometimes
at the expense of the communities through which these highways passed. This Project will take
a responsible approach to infrastructure investments with its emphasis on incremental
improvements that are based on existing transportation facilities, community planning,
community goals,and promotion of infill development.

integral part of the overall Revitalization Strategy for North Richmond and are necessary to
encourage additional economic development and investment in the community. In addition to
providing more mobility,some of these improvements also will enhance the visual quality Of the
community,which in turn can make the community more attractive to ecornomic development.
IV. APPLICANT CATEGORY
The Project is in Category"b",since Contra Costa County already has implemented community
preservation practices. For example,the North Richmond Redevelopment Program has helped to
create affordable senior-housing units,a small commercial/retail center, a community health
center, some street extensions and realignments, and a homebuyers assistance program,among
other efforts. The Project will link particularly well with the urban design and streetscape
improvement projects planned for P Street and Market Avenue. These efforts are funded
through grants from the region's metropolitan planning organization. They will provide for a
more livable and attractive community through effective urban design strategies. In particular,
the railroad overcrossing will complement the urban design strategy of providing visible,
aesthetically attractive gateways into North Richmond from neighboring communities.
The improvements to be included in the Project are based on a substantial amount of community-
based planning in North Richmond. A public planning process created the North Richmond
Community Action Plan in 1993,based on goals developed by the community. Following that,
Contra Costa County created the Redevelopment Plan for North-Richmond based on the goals of
the Community Action Plan. In addition,Contra Costa County has adopted a Welfare-to-Work
Transportation Action Plan that addresses the needs of North Richmond and other areas of the
County. The City of Richmond is lead agency for the current urban design planning grant,with
the County involved as a key partner.
V. COORDINATION
The Metropolitan Transportation Commission serves as the metropolitan planning organization
(MPO) for the Project area. The Project is consistent with the goals of the MPO and its Regional
Transportation Plan for the San Francisco Bay Area. The 1998 Regional Transportation Plan
includes five goals:jWrovin z the mobility oo sons and Frei h�t supporting economic vitality
supporting community vitality. enhancing sensitivity to the environment andpromoting equity
or system users. This project directly addresses all of these five goals,as discussed in the
following paragraphs.
The Project improves the mobility ofpersons and reight by identifying better truck routes
through North Richmond, away from residential neighborhoods and away from an elementary
school. The project also includes improving pedestrian and bicycle access across the railroad
tracks. These improvements mean easier and quicker mobility for truck traffic and a safer and
better transportation system for pedestrians and bicyclists in North Richmond.
The Project supports economic vitality and communLtY vitality y helping to implement the North
Richmond Community Action Plan and the Redevelopment Plan. The Redevelopment Plan is
designed to expand industry and employment in North Richmond, strengthen the vitality of the
existing residential neighborhood,upgrade existing housing stack and stimulate development of
North Richmond Community Enhancement and Circulation Project

Pablo streets and vice versa. Also, San Pablo has had truck traffic problems of its own on
residential streets. The Project will help provide longterm solutions that should benefit San
Pablo streets as well as North Richmond streets.
TheCity ofRichmond will be involved because part of the North Richmond community lies
within the city limits,and because the County and the City of Richmond are partners in a number
of efforts to improve the North Richmond community. The Project complements an urban
design effort now underway in which the City of Richmond is the lead agency. Also,the
potential overcrossing of the Union Pacific tracks will link the unincorporated Project area with
the City of Richmond.. In addition,the access improvements provided by the Project potentially
will serve many businesses located in the City of Richmond.
The.North Richmond Municipal rldvisory Council, a community group created in 1991,will be
involved to provide a formal structure for public input in the process.The Council is comprised
of residents,who are elected to it, and businesses and service providers,who are appointed.The
Council has been a strong supporter of the goals and activities outlined in the Community Action
Plan and the Redevelopment Plan for North Richmond.
The Federal Regional Council also has worked with the County Redevelopment Agency and the
City of Richmond in the past on economic development programs for the area. About twenty
federal agencies are involved in the Federal Regional Council's efforts in the area and the
County anticipates they will extend their partnership and support to the proposed Project.
Coordination will be required with the two railroads that own the tracks—the Union Pacific and
the Burlington Northern Santa Fe. It is hoped the railroads can provide input into the design
requirements for the overcrossings of their tracks.
The East Bay Regional Park District also will be consulted. The Park District maintains a
regional trail along Wildcat Creek in North Richmond,which could be impacted by some of the
alternatives. Also,the County and the Park District have discussed the desirability of having just
one overcrossing that would serve the needs of both Market Avenue and the regional trail—both
of which need safe,effective crossings of the railroads.
The Institute of Urban and Regional Development at the University of California at Berkeley has
been invited to participate in the project evaluation(see Section'VIII). IURD has worked with
the County on past projects and has expressed interest in the evaluation phase of this project.
VII. SCHEDULE
The tentative schedule for the Project is shown on the following page,based on the assumption
of TCSP grant receipt in October 2001. The entire process is scheduled to take two years.

IX. PROTECT EVALUATION PLAN
The goal of the Project is to identify transportation projects that can improve the desirability of
North Richmond as a place to live and do business,and improve the mobility of its residents.
A preliminary evaluation plan has been developed,with two elements: 1) evaluation of the
planning/preliminary engineering process,to determine how effectively the TCSP planning grant
was used;and 2) evaluation of the Project's outcomes for the North Richmond community. The
latter evaluation will faces first on erected outcomes,not actual ones,because the
improvements likely will not be implemented until a year or more after the planning grant has
expired,depending on how quickly funding can be obtained. An additional evaluation Mort
will be published in a subsequent year when data on outcomes are available.
The preliminary evaluation plan is shown in the following tables,with goals,performance
measures,and data sources listed both for the,process evaluation and the outcome evaluation.
Should we receive the grant,the evaluation plan will be refined. The Institute for Urban and
Regional Development at the University of California at Berkeley has been asked to work on the
evaluation plan,pending receipt of the TCSP grant. Contra Costa County staff'has discussed the
project with Institute research staff to get some preliminary feedback on the evaluation plan. The
Institute has worked with Contra Costa County on other projects and its expertise would be well
suited to refining the evaluation plan with an emphasis on new ways of measuring the
effectiveness of the Project. The Institute has vast experience in policy analysis and the
evaluation of transportation and other improvements in the context of community enhancement.
Process Evaluation
Table 1 on the following page shows that the Process Evaluation will focus on how effectively
the grant funds were used to conduct the planning/preliminary engineering process,,and the
degree of success in bringing in all segments of the community as participants. Equally
important is consistency with goals already developed by the North Richmond community,as
documented in the Community Action Plan,the Revitalization Strategy and the Redevelopment
Plan. A Project Steering Committee will be established to assist staff in this analysis.
The steering committee will be broad in scope,including interests who have not historically been
involved in the transportation planning process. These include non-profit community groups,
public health organizations and agencies,neighborhood organizations, and small businesses,
among others. A Process Evaluation Report will be produced upon Project completion.
Outcome Evaluation
Table 2 shows the preliminary components of the Outcome Evaluation. As noted earlier, there
will be an initial Outcome Evaluation Report that will focus on predicted outcomes,since the
outcome(s)will not occur until at least a year after the planning/preliminary engineering process
is complete. A subsequent Outcome Evaluation Report will be published after the outcomes are
known and data become available. The performance measures shown in Table 2 are intended to
gauge Project effectiveness by using data that either already exist or can be obtained through

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or his designee, to enter into a contract in
the amount of$70,000, on behalf of the County, with the State of California Department of
Boating and Waterways for the removal of targeted derelict vessels in the waters of Contra
Costa County for the period of December 15, 2000 to June 30, 2003.
AUTHORIZE the County Purchasing Agent to be the primary agent to seek competitive bids
and enter into contracts for required services.
11. FINANCIAL IMPACT:
NONE. The cost of contracting to remove derelict vessels from the Delta is reimbursable by
the California Department of Boating and Waterways. The required 10% matching funds of
$7,000 has been budgeted.
III BACKGROUND/REASONi~ FOR RECOMMENDATION(S):
The Sheriff s Marine Patrol has had an ongoing Abandoned Watercraft Abatement project for the
past three years. To date, more than eighty abandoned derelict vessels have been removed from
the waterways of Contra Costa County, at a cost of less than $250,000. There has been
significant improvement aesthetically, as well as creating safer and cleaner boating and
recreational waterways. It is estimated that there are currently more than one hundred
abandoned derelict vessels within the waterways of Contra Costa County.
IV CONSEQUENCES OF NEGATIVE ACTION:
If the contract is not extended, the Sheriff would not be funded to continue removing abandoned
vessels which are a safety and environmental hazard in the Delta Waterways.

SUBJECT: CDBG Public Service Proposal—Bay Point Works (Service Integration Program)

RECOMMENDATION(Sk
APPROVE and AUTHORIZE the Service Integration Program Manager, or designee, to submit a proposal to the
Contra Costa County Community Development Department for$ 40,000 to continue supporting services at the Bay
Point Works Community Career Center.
BACKGROUND/REAS N(S) FOR RECOMMENDATION(S):
The Service integration Team(SIT) Program provides integrated services of the County Departments of Employment
and Human Services, Health Services, and Probation to the communities of Bay Point, North Richmond and "Old
Town" San Pablo. Services provided include Employment Services, CaNWORKs/Food Stamps/MediCal, Child
Welfare, Public Health, Children's Mental Health, Probation and linkage to the public schools. In May 1998, the Bay
Point SIT established the Bay Pant Works Community Career Center. This proposal Would support the continuation
of this community-run Employment Center.
Bay Point has the highest unemployment rate in East Contra Costa County. The Spring 2000 Contra Costa County
Children's Report Card reports unemployment rate in Bay Point to be 6.0 %. Bay Pant has a strong need for
employment-related services. The Bay Point Community Career Center has developed new services and resources
for Bay Point residents since its grand opening in April 1998, and it is viewed as a positive asset for the community.
The Career Center's membership surpasses 1,400 residents.
This CDBG proposal Will staff positions at the Career Center filled by Bay Pant residents. These positions support a
neighbor-to-neighbor strategy of moving community residents into the Workforce and up the job ladder to long-term
self-sufficiency.
