Brumleve, Arthur O. Jensen and Tom Bloomfield to three Board of Directors seats whose terms of office were due to expire on November 30, 2000. This recommendation was made pursuant to a 1998 CCRCD resolution ordering that all future directors shall be appointed by the County Board of Supervisors in lieu of election (Public Resources Code Section 9314). If the Board does not conduct interviews of potential candidates or make an appointment within 60 days after the expiration of the term, or by approximately January 30, 2001, the District Board of Directors may make the appointment. On December 19, 2000, the Board authorized the Internal Operations Committee to interview candidates for the CCRCD vacancies and return to the Board with recommendations for appointment. The attached letter indicates that the District interviewed seven candidates and has changed its earlier recommendation and is now recommending for appointment Dwight Meadows, Arthur O. Jensen and Thomas D. Brumleve. On January 8, 2001, the Internal Operations Committee interviewed these three candidates and recommends to the Board of Supervisors their appointment. Included were the three incumbents: Thomas D. Brumleve, Arthur O. Jensen, and Tom Bloomfield, plus four new applicants: Dwight Meadows, J. Mitchell Allan, Murry T. Greenlaw, and Dan Schoenholz, All seven applications are on file at the County Clerk's office. Our board feels it is important to have a member who can represent the interests and perspectives of the East County agricultural community. Mr. Bloomfield and Mr. Meadows are the only two applicants from East County. Both are long time residents, and both are well qualified to serve as RCD directors on the basis of their background, experience, and capabilities. The board, including Mr. Bloomfield, believes that Mr. Meadows would be a particularly valuable addition. Toward this end, Mr. Bloomfield has volunteered to serve as an associate (non-voting) director if Mr. Meadows is appointed as a director. The other three new applicants also bring capabilities that could be beneficial for future RCD efforts, but they presently have very limited knowledge of RCD programs and the functions of directors. Traditionally, the board has encouraged interested individuals to get involved as associate directors to become more familiar with the work of the RCD and to better ascertain the nature and level of their own interests. Each has expressed a willingness to serve as an associate director if not appointed as a director. Therefore, we recommend that the following individuals be appointed as directors: Thomas D.
