In January 1998 the Board of Supervisors approved an amended Vesting Tentative Map for Subdivisions 7575,
7575,7996,and 7998,with an accompanying Final development Plan. The developers are Toll Brothers,Inc.
and NCV. The Wiedemann Ranch project; also known as Norris Canyon Estates, Is a 361-unit residential
project in an unincorporated portion of the County,near the western edge of the City of San Ramon.
As part of project Conditions of Approval for the Wiedemann Ranch project,the developers will be performing a
major reed widening of Norris Canyon Road. The developers are proposing that the acquisition of the
improvements previously constructed,at an estimated cost of$9.5 million be financed through establishment of
a Mello-Boos Special Tax. Pursuant to adopted County procedures, for Mello-Roos transactions, the
developer has tided an application, and paid the required application fee. A major task associated with the
creation of the Mallo-Roos Community Facilities District is the development of a report referred to as the Rate
and Method of Apportionment of Special Tax. David Taussig and Associates has worked with the developerto
date,and is recommended for this work.

SUBJECT APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to AMEND the Board Order to change the term of the contract with Contra Costa Crisis
Center'(#21-639) in the amount of$87,500 for the management, maintenance and development
of a comprehensive county-wide health and human services database from the period of
November 1, 2000'through October 3,1, 2001 to July 1, 2000 through June.30, 2001.

RECOMMENDED ACTION
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the
Board Order to change the term of the contract with Contra Costa Crisis Center (#21-639) in the amount of
$87,500 for the management, maintenance and development of a comprehensive county-wide health and
human services database from the period of November 1,"2000 through October 31, 2001' to July 1, 2000
through June 30, 2001.
FINANCIAL IMPACTS
Funded 100% County. The cost,$87,500, will be shared equally among three county departments, Employment
and Human Services,Community Services,and Health Services.
BACKGROUND:
This project is the combined effort of Contra Costa County Community Services, Employment and Human
Services,Health Services Departments, and Contra Costa Crisis Center who agree there is a compelling need for
a comprehensive county-wide health and human services database ofup-to-date resource information for
emergency shelter, food,job training, medical care, childcare, substance abuse counseling,mental health
treatment, conflict resolution., legal services and more. The database shall be accessible on the Internet for all
County employees, local non-profit agencies and County residents,
It is felt that providing public access, as well as county department(s)access,to the information through a
comprehensive'database will reduce county casts and provide the most accurate up-to-date information to all
inquiries.
Contra Costa Crisis Center has developed a state of the art on-line information system'using nationally known
and respected software. They have a positive and long-standing history in the community and have provided
contracted services to Contra Costa County in a variety of contexts. The Crisis Center maintains a`database of
health and human services with extensive,up-to date resource information. The project would expand the
known resource information with regular input from county departments and community based organizations
and provide a web site for ease of access.
The Board authorized the prior action on October 17,2000 (Item C-57). The amendment will reflect the
extensive contract negotiation period and the contract will conform to Fiscal Year 2000/2001.

and Nurturing"; and,(5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families"by assisting program participants to secure and maintain non-subsidized employment.
BACKGROUND:
Refugee Employment Social Service (RESS)funding was available for services to refugees and Limited English
Proficient(LEP)individuals through September 30, 1999. CaIWORKs funding is available to continue the
County Department:of Education contract through June 30,2001.
This contract provides supportive services,job orientation, Job Club services, and employment services to
Limited'English Proficient (LEP)CaIWORKs'clients in East and West County. The increase in funding of
$1200 will allow an additional 100 hours of interpreter services.

BACKGROUND:
In April 1999, Lao Family`Community Development responded to an Employment and Human Services
Department Request for Interest for Poste-Employment Services to Refugees. In May 1999, service delivery
begun to those CalWORKs refugees residing in West Contra Costa County. In January 2000, services were
expanded to include pre- and post-employment services to the CalWORKs refugees in West Contra Costa
County.
This contract will continue supportive services,job orientation,Job Club services,pre- and post-employment,
and interpreter/translator services to CalWORKs recipients and low income individuals residing in West Contra
Costa County.

to AMEND contract #21-546-1 with Ryno Technology, Inc., raising the contract amount by
$210,500 to a new amount of$410,500 and extending the contract termination date from
December 31 2000 to June 30 2001.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-546-1 with Ryno Technology, Inc., raising the contract amount by $210,500 to a new amount

FINANCIAL IMPACT:
The County cost of this amendment is $42,100 (20 percent), with federal and state funds (80 percent)
covering the remaining costs.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD depends
on automation for the payment of benefits and delivery of services and this contract directly supports agency-
wide technical systems.
BACKGROUND
On October 3, 2000, the Board authorized Employment and Human Services to extend its contract with Ryno
Technology through December 31,`2000. At that time,EHSD planned to issue a,competitive:public bid process
to recruit qualified vendors to provide similar services, EHSD subsequently learned that in January 2001 the
Department of Information Technology (DoIT)plans to issue a bid for technical services to recruit contractors
to support the entire County. A unified contract procurement process will save money and staff hours compared
to each County department pursuing separate contract arrangements. Based on DoIT's intent,EHSD will not
pursue its own procurement process for these technical support services. In the interim, EHSD has four vacant
positions out of twelve budgeted positions and amending this contract will retain staff resources EHSD needs to
support users of automated systems, install new equipment for employees and support facility changes.
