Approval of Standard Agreement #28-655 will allow Contra.' Costa County to develop a culturally ' appropriate 'Breastfeeding Peer Counseling Program for low-income communities and recruit peer counselors from those communities, through September 30, 3001 . BACKGROOM/REaASON(S) FOR RBCOI_MENDATION(S) : The Department has experienced a long history of vacancies for information systems classes for which traditional recruitment efforts have failed. These vacancies have increased costs to County due to overtime expenses `and delays on important projects. The 'Contractor is paid a fee only if a successful candidate is placed with the County. Under Contract ##23-297, the Contractor will; provide recruitment services to fill vacant Information Systems' positions such as network managers, IT supervisors and HSD Programmers/Analysts, through November 30, 2001. There will be no impact on the General Fund. REASONS FOR RECOMMENDATIONS/BACKGROUND: With the acquisition of the additional office space and the expansion of staff, it is necessary to continue the contractfor a network technician position. The additional staff has increased the computer system support needs. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would reduce the ability of the Department of Child Support Services to collect and distribute needed child support payments to the families in Contra Costa County. CHILDREN'S IMPACT STATEMENT': The Child Support Program supports one of Contra Costa County's community outcomes: "Families that are Economically Self Sufficient",by improving efficiency and accuracy in the collection and distribution of child support payments to families and children. Expected program outcome is: improved effectiveness and efficiency in the collection of child support and providing better service to families and children. TO: Board of Supervisors � � : CONTRA ; COSTA FROM: Linda Dippel, Director r COUNTY DATE: December 29, 2000 SUBJECT: Purchase Order Contract,Genetic Testing on Paternity Cases in the Department of Child Support Services SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: APPROVE and AUTHORIZE the Purchasing Services Officer to issue a Purchase Order Contract to Long Beach Genetics in the amount of$120,000 for genetic testing in paternity cases for Child Support Services through December 31, 2001. FINANCIAL IMPACT: The cost of this contract is budgeted within the State's allocation to Child Support Services. There will be no impact on the General Fund, REASONS FOR RECOMMENDATIONSBACKGtOUND: The Department of Child Support Services is empowered to enter into contracts with private organizations, as necessary,to carry out the responsibilities imposed by the State plan for determining paternity and securing support for children and families. A Request for Proposal (RFP)was issued and contract(bid no. 1283)was awarded to Long Beach Genetics for the period 9/1/98 through 8/31/2000. On November 10,2000 Long Beach Genetics extended their originalRFP through December 31, 2001 and a purchase order was issued by the Purchasing Services Officer on 11/29/00. Long Beach Genetics has been:providing genetic testing for the Department of Child Support Services,formerly the District Attorney Family Support Division. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve this request would hamper the Department of Child Support Services in its attempt to pass federal audit. The Department of Child Support Service would be unable to provide the much needed service to the children and families of Contra Costa County.
