FIX January 23,2001 at 9:45 am for a public hearing on the proposed increase of certain Forensic Services Division fees in the Office of the Sheriff. 2. DIRECT the Office of the Sheriff to publish required notices pursuant to the GovernmentCode. U. FINANCIAL IMPACT The approval of the proposed fee increase will allow the County to recover the costs associated with certain Forensic'Services Division activities. A copy of the modified fee schedule will be on file with the Clerk of the Board at least tan days prior to the scheduled hearing.' III. REASONS FOR RECOMMENDATION/BACKGROUND In the 1994-1995 fiscal year, the Forensic Services Division was required to recover costs of our services from laboratory users. A 'fee schedule:was established defining the costs of evidence examination services to users of laboratory'services. The Forensic Services Division has experienced increases in the costs of salaries,and supply casts since the implementation of the 1999/2000 fee schedule currently in use. New services have been added where fees for providing these services must be added. The frequency of complex requests for the provision of laboratory records for the criminal discovery process necessitates the recovery of the costs associated with these requests.' The proposed fee schedule provides for fees for new services in the analysis of Alcohol Testing;fees for new services in the analysis of Solid Dosage Drugs; and for a$5 increase(2%)and for fees for requests for new services in the analysis of Toxicology specimens. Fees have been added to recover the costs associated with providing information on discovery requests. The increase in fees are expected to provide approximately$10,000 in additional revenue annually. In«July 1999,the Board approved a resolution placing monies collected from future fee increases into a Forensic Services'Capital Replacement fund. Funds from this account are used to replaced aged capital equipment or to add new technology toward the investigation of crimes. This action supersedes any prior evidence examination fees set by the Board'. IV. CONSEQUENCES OF NEGATIVE ACTION Negative;action=will result in insufficient revenue to offset the cost of these activities. The Office of the Sheriff will bear the burden of the increased cost of providing laboratory examination services to law enforcement agencies and other entities requesting service.
