SUBJECT: APPROVE AND AUTHORIZE AN AMENDMENT TO THE CONTRACT WITH THE
SMITHGROUP INCORPORATED FOR PROGRAMMING OF A PUBLIC SAFETY
COMMAND CENTER (WH430F)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute an amendment to the
consulting services agreement with the SmithGroup Incorporated to increase the payment limit by
$61,000 to a new payment limit of$83,500 for the programming of a new Public Safety Command
Center that includes a Crime Laboratory.
2. APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to issue written authorizations for
extra work to the. above referenced contract, provided that the cumulative cost for all such
authorizations does not exceed $25,000.
FINANCIAL IMPACT:
The programming study will not result in a financial impact to the County. Fees for the study will be
absorbed by the Sheriffs current year budget.
BACKGROUND:
For many years, the County Administrators Office and the Sheriff-Coroner's Department explored
options for replacing the Public Safety Command Center and Crime Laboratory. In July 1999, the
County General Services Department, the County Administrator's Office and the Sheriff-Coroner's
Department conducted outreach efforts to identify qualified architects and planners that could provide
a needs assessment for these new facilities. After conducting interviews with three firms, the
selection committee identified the SmithGroup (a.k.a. SMP/SHG Inc.) as the best qualified to provide
the specified services. The County Board of Supervisors authorized a professional service
agreement with the SmithGroup in October 1999. The initial study submitted in December. 1999
recommended the construction of a new Crime Laboratory at the Sheriff Facility on Muir Road.
The program and site master plan proposed by this amendment will assess the feasibility of a
consolidated Public Safety Command Center and Crime Laboratory at the Muir Road facility.
