SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXTEND the term of contract #21-558 with the Sphere Institute for the completion of an assessment survey and final report of the family circumstances of TANF applicants, from February 28, 2001 to August 31, 2001. FINANCIAL IMPACT: No additional funding. Extension of the contract term only. CHILDREN'S IMPACT STATEMENT: The contract supports two of Contra Costa County's community outcomes: (1) "Families that are Economically Self Sufficient" and (4) "Families that are Safe, Stable and Nurturing by closely examining family circumstances of TANF applicants and leavers. The employment and Human Services Department will gain valuable information that relates directly to improving future provision of services to needy families. BACKGROUND: Contra Costa County applied for and received federal assistance in the amount of$250,684 from the Department of Health and Human Services in May 1999, to support the project titled, "Assessing the Family Circumstances of TANF Applicants and Leavers in Contra Costa and Alameda Counties". The Sphere Institute examined and assessed family circumstances, gathered and synthesized information about family composition, history, gaps in service and outcomes. The extension of the contract term has been requested because the Sphere Institute as they have experienced difficulty in obtaining unemployment benefit data from the State Department of Social Service vital to the survey analysis and preparation of the final report. The final report will assist EHSD to improve its targeting and service delivery system to needy families and children.
