HomeMy WebLinkAboutMINUTES - 02272001 - C.73 TO: BOARD OF SUPERVISORS ''= CONTRA u COSTA FROM: PHIL BATCHELOR, COUNTY ADMINISTRATOR - ` DATE: February 27, 2001 COUNTY SUBJECT: AUTHORIZATION FOR SUBMISSION OF APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (CDBG) FOR ADA IMPROVEMENTS-AT VARIOUS COURT FACILITIES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION AUTHORIZE the County Administrator to submit an application for FY 2001/02 CDBG funds to effect ADA improvements at the Classic Courthouse, 725 Court Street in Martinez, and at Court facilities in Concord, Pittsburg and Richmond. FINANCIAL IMPACT The County is eligible to apply for CDBG funds for the purposes of improving the accessibility of County facilities. A local match of 25 percent is required. This match will not exceed $23,600 and Will be paid through the Plant Acquisition Budget. While negotiations regarding transfer of ownership of Court facilities are ongoing at the State level, these facilities are currently under County ownership and are therefore eligible for CDBG funding. BACKGROUND The ADA Transition Plan identifies capital facility improvements which enhance accessibility for the disabled at County owned buildings. Over time, the projects in the ADA Transition Plan are being accomplished in three ways: 1) ADA improvements are incorporated into remodeling and other capital projects, 2) The Plant Acquisition budget funds a number of ADA improvement projects each year, and 3) CDBG grants. In recent years, ADA improvements at the Central Library in Pleasant Hill and at the EI Sobrante Library were facilitated through CDBG funds. This application for CDBG funds will further the replacement of non-compliant drinking fountains and ADA upgrades to two public restrooms at the Classic Courthouse in Martinez located at 725 Court Street. It will also fund projects in the Concord, Richmond and Pittsburg court to lower public counters so they are accessible to persons in a wheelchair. The total budget for these ADA improvements is$70,100. Board authorization Will permit the County A nistrators Office to continue the application process for CDBG funds.
