I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute the Consulting Services
Agreement with David Gates and Associates for $50,000 to provide landscape architecture and
irrigation design services for the Parker Avenue Undergrounding and Reconstruction project in
the Rodeo area.

II. Financial Impact:
The estimated contract cost is $50,000 funded by the Redevelopment Agency and the
Rodeo/Crockett Transportation Improvement Fund.
III. Reasons for Recommendations and Background:
The 1997 Rodeo Downtown/Waterfront Specific Plan outlined the provision of streetscape
improvements (decorative street lighting and landscaping) as an initial step in revitalizing the
downtown area. As part of this revitalization effort, Parker Avenue will be reconstructed, including
the undergrounding of utilities. The project design phase is expected to be completed by the end
of 2001, with construction anticipated spring of 2002. Although the County is the lead agency in
preparing the roadway reconstruction and streetscape improvement plans, a consulting firm is
required to prepare the landscape and irrigation plans. Consequently, the County has
successfully negotiated with David Gates and Associates to provide these design services.
IV. Consequences of Negative Action:
If the Consulting Services Agreement with David Gates and Associates is not approved, the
project cannot be completed in a timely manner.
