SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director-Redevelopment to execute a second
contract amendment with Peter Katz to increase the payment limit in an amount not to exceed .
$20,000, for a contract maximum not to exceed $70,000, for design services related to
Pleasant Hill BART Station Area projects.
FISCAL IMPACT
Redevelopment funds only, no General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In the fall of 1999 the Redevelopment Agency engaged Peter Katz to assist in the
development of design and site plan concepts that would assist in creating a sense of place at
the Pleasant Hill BART Station Area. Mr. Katz was retained to assist the County and its

Redevelopment Agency in reviewing design and site plan concepts for the
development sites in the Pleasant Hill BART Station Area, as well as the
public improvements being planned in the area. To date the original contract
has been used to introduce the local community to the design principals
referred to as "New Urbanism;" to review and critique the proposed Station
Oaks (Thomas) office building; to provide a review of the BART joint
development site community planning programs; and to establish ,a
community charrette program to provide for community involvement in the
ongoing design and development process. The additional budgetary
authority provided .by this requested action is necessary in order to ensure
the completion of the design and development process at the.Pleasant Hill
BART Station Area.
