RECOMMENDATION:
Accept a donations of $40,000 from Meals on Wheels of Contra Costa,Inc.on behalf of the County Home Delivered
Meals Program(Meals on Wheels)administered by the Public Health Division of County Health Services,to purchase
additional meals for delivery to homebound elders in Contra Costa County.
FISCAL IMPACT:
This $40,000 contribution allows the County Home Delivered Meals Program to deliver approximately 26,600
additional meals to the residences of homebound elders throughout the county, serving approximately 106 additional
homebound elders each day. Substantial voluntary contributions from program clients provide the'program sufficient
financial leverage to allow it to deliver approximately one additional meal for each additional $1.50 it receives in
contributions or additional government funds.
BACKGROUND:
Meals on Wheels of Contra Costa, Inc. is a charitable private non-profit coalition of public and private organizations
and individuals founded in 1990 for the expressed purpose of developing on-going financial resources to bridge the
gap between available government funding levels and the need for additional meals to serve the county's homebound
elders. Since its inception in 1990, and including these contributions, Meals on Wheels of Contra Costa has to date
contributed $472,000 for the purchase of approximately 315,000 additional meals delivered to the residences of
homebound elders throughout Contra Costa County. A grant from the County Administrator's "Grant Revenue
Improvement Program" in each of the last two years has allowed a dramatic increase in private sector program
contributions to the program,resulting in the elimination of waiting lists for program services as of July 2000, for the
first time in the program's history.
Organizations represented on the Meals on Wheels of Contra Costa, Inc. Board of Directors include the Aging and
Adult Services Bureau (Employment & Human Services Department), County Senior Nutrition Program (Health
Services-Public Health), County Advisory Council on Aging, Senior Nutrition Program Advisory Council, West
County Meals on Wheels, Inc., Senior Outreach Services (aka Family & Community Services, Inc.), Equilon
Enterprises (Martinez Refining Company) and The California Prune Advisory Board.
The County Home Delivered Meals Program is the primary provider of"Meals on Wheels" services in.Contra Costa
County, delivering more than 800 meals each day to the residences of homebound elders throughout the county via
its network of more that 50 delivery routes which are almost entirely staffed by volunteers. Servicedelivery is
coordinated regionally in much of the county through contracts with private non-profit community based agencies.
