SUBJECT: APPROVE AND AUTHORIZE the Employment and Human Services Director, or his designee, to Issue Request for Proposal (RF13) #1057 for the Family and Children's '!rust (FACT) Committee for prevention and intervention services to abused and neglected children or children at risk of abuse and neglect and their families, in the amount of approximately $500,000. available for contracts resulting from the RFP for the period of July 1, 2001 through June 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee, to issue Request for Proposal (RFP) #1057 for the Family and Children's Trust (FACT) Committee for prevention and intervention services to abused and neglected children or children at risk of abuse and neglect and their families in the amount of approximately $500,000 available for contracts resulting from the RFP for the period of July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: No County cost. Funding is 100% from Child Abuse Prevention, Intervention and Treatment (CAPiT) Funds (AB 1733), Community Based Family Resource Funds, Birth Certificate Funds (AB 2994) and donations to the Family and Children's Trust Fund. BACKGROUND: On April 16, 1985, the Board of Supervisors established the FACT Committee and directed the Employment and Human Services Department to provide staff support. The charge of FACT is to make recommendations to the Board on the allocation of.funds from the above cited sources. The FACT Committee has developed an RFP following an extensive needs assessment process undertaken in the Fall 2000. This included a mailed survey, public comment, interviews of key informants and a review of current needs assessment data and literature. The service strategies and priorities for use of FACT funds in 2001/2002, which emerged from the needs assessment and are being solicited through this RFP include: School or community-based support programs for pregnant and/or parenting teens, including mentoring, parenting education and child development activities, resource and referral services, peer- to-peer support groups, life skills, educational supports and childcare. Support services for foster parents and children including counseling, parenting education and respite care. Assessment, mentoring/counseling and resource and referral programs for fam' ' s where Child Protective Services has received reports that do not currentlyz Coun i ervention, yet may benefit from short term intervention and family support. Child Protective Services. • Parenting education and public information programs focused on effective parenting skills, child development, child. safety, and development of nurturing family environments, particularly for parents of children 5 years of age and over. • Crisis intervention and case management to support abused, neglected. and/or homeless children and teens. • Centralized program to access and provide safe home equipment, family emergency supplies, basic home furnishing and essential child and infant equipment and supplies to support home visiting programs, family resource centers, foster family programs and programs for homeless families with children. • Implementation of programs, services and operations of neighborhood-based family resource centers where community residents are involved in planning delivery and assessment of programs. Preference will be given to family resource centers in neighborhoods characterized by high levels of child poverty and other risk factors in the following areas of the County: Monument Corridor, Pittsburg. Bay Point, North Richmond, Richmond, San Pablo, and rural East County. Resource center programs should provide support. for community families through parenting education and child development activities, resource and referral services; peer-to-peer parent support groups, life skills and family advocacy, family self-sufficiency services, food security and nutrition, community bui,lding-, counseling and therapy services, substance abuse aftercare programs and childcare. During final deliberations, priority funding consideration will be given to proposals which: A. Adopt a strong family focused or family centered approach in the design and delivery of children's services. B. Apply best practices in program design, methodology and approach. C. Demonstrate planning and coordination with other public and private agencies serving the same client population. D. Provide access to culturally appropriate, client-driven services relevant to individual communities, neighborhoods and specific ethnic populations. E. Systematically encourage client and community resident participation in planning, developing and assessing services. F. Demonstrate fresh approaches to program design, particularly in the delivery of parent and community education programs. G. Facilitate accessibility of services (e.g. location, transportation, hours of operation, availability of child care, etc.). H. Leverage FACT funds with funding from other sources. The period of funding for these projects will be July 1, 2001 through June 30, 2002, with the option for a one-year renewal, pending the availability of funds and the provision of quality services with.successful outcomes as determined by the FACT Committee's on-going monitoring and evaluation of the projects.
