ACKNOWLEDGE that on January 21,1999 O'Brien Kreitzberg Inc., entered into an agreement with Contra Costa County to provide Project Management and Administrative Services for the new Family Law Center for the Superior Court of Contra Costa County. 2. RECOGNIZE that at the time of contract award the Family Law Program comprised a single story wood framed building with a total project budget of $7,500,000 and an occupancy date of February 2001. 3. NOTE that the project budget increased from $7,500,000 to $11,500,000 in response to court requirements and a November 16, 1999 memorandum of understanding between the County and the Superior Court. 4. RECOGNIZE that the design approved by the Board of Supervisors on January 23, 2001 consists of a two-story steel frame structure with over 40,000 square feet of space including five courtrooms and chambers. 5. ACKNOWLEDGE that this increased project scope and extended schedule requires additional project management effort. 6. APPROVE and AUTHORIZE the County Construction Administrator to execute the SECOND amendment to the Consulting Services Agreement with O'Brien Kreitzberg to increase the payment limit by $182,260 to a new total of $643,980 for project management services for the new Family Law Center. FINANCIAL IMPACT: This Amendment increases the payment limit for Project Management and Administrative Services to $643,980. Initially conceived as a single story wood framed structure, court requirements dictated an expansion of the program to a two-story steel frame structure. Furthermore, the County increased the project scope by requiring additional community meetings, expanding the scope of environmental analysis, and coordinating the selection and procurement of owner furnished furniture and equipment. These scope changes extended the project by eighteen months and increased the project management fees by $136,600. On October 17, 2000 the Board of Supervisors authorized the project architect (Ross / Drulis Architects) to provide a study of alternate materials for the building's exterior skin. Their analysis of materials for durability, aesthetics, and visual conformity to the surrounding area resulted in an extension of the Design Development phase. O'Brien Kreitzberg's fee for additional project management services during this study is $8,460. Also on October 17, 2000, the Board of Supervisors authorized Ross / Drulis Architects to provide design services for the renovation of the parking lot at 1215 main Street in recognition that the 1111 Ward Street parking lot will be lost with the construction of the new Family Law Center.
