execute on behalf of the County, Novation Contract #24-429-29 with Ujima Family Recovery
Services, in an amount not to exceed $1,287,716, to provide perinatal substance abuse
treatment services, for the period from July 1, 2001 through June 30, 2002 . This contract

This Contract is 65.9% Federally funded, 24.6% State funded, and 9.5% County funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in substance abuse treatment. Expected outcomes include delivery
of drug-freebabies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides family-
centered alcohol and drug treatment services to pregnant and parenting women, in order to
prevent perinatal substance abuse and improve birth outcomes.
On September 12, 2000, the Board of Supervisors approved Novation Contracts #24-429-26 (as
amended by Amendment Agreements #24-429-27 and #24-429-28) and #24-617-17 (as amended by
Amendment. Agreements #24-617-18 and #24-617-19) with Ujima Family Recovery Services, for
the period from July 1, 2000 through June 30, 2001 (which included six-month automatic
extensions through December 31, 2001) for the provision of perinatal intensive day
treatment, residential recovery program, and transitional housing for women. This Contract
will combine services previously provided under Contracts #24-429-26 (as amended by
Amendment Agreements #24-429-27 and #24-429-28) and #24-617-17 (as amended by Amendment
Agreements #24-617-18 and #24-617-19) .
Approval of Novation Contract #24-429-29 replaces the six-month automatic extensions under
the prior Contracts, and allows the Contractor to continue providing services through June
30, 2002 .
