RECOMMENDED ACTION: APPROVE Administrative Amendment to Project Agreement, Community Development Block Grant Program (97-02 HSG) for improvements to the Central County Emergency Housing Shelter, 2047 Arnold Industrial Way, Concord, CA and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to sign said Administrative Amendment. II. FINANCIAL IMPACT: None. All funding is provided through a Community Development Block Grant. III. REASONS FOR RECOMMENDATION/BACKGROUND Due to the cancellation of the kitchen originally budgeted for in the Contra Costa County Community Development Block Grant 97-02 HSG, unused funds remain available. These funds will be used for sinks, cabinets, and surface finishes to the dining room and storm drains needed at the Shelter. To utilize the funds the administrative amendment identifies the proposed work items and extends the completion date. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve of the Administrative Amendment and authorize the Executive Director to sign it, the improvements needed at the Central County Emergency Housing Shelter will not be made. Parties and Amendment Purpose—The County of Contra Costa,a political subdivision of the State of California(the"County")and the Housing Authority of the County of Contra Costa("Subrecipient" or"HACCC") entered into Project Agreement—Community Development Block Grant Program 97-02- HSG (the".CDBG Agreement") for Phase II of the Project to Rehabilitate and Convert the Central County Homeless Shelter (the "Project") on September 10, 1997. The County and Subrecipient now propose to amend the CDBG Agreement in order to eliminate the commercial kitchen facility from the scope of work and reallocate all remaining funds under the CDBG Agreement to additional improvements required to complete the conversion of this facility into an emergency homeless shelter.These improvements include an upgrade to the current drainage system and installation of a food service station in the Shelter dining room. Therefore, effective on June 30, 1998,the County of Contra Costa and the Housing Authority of the County of Contra Costa hereby amend their September 10`h, 1997 agreement entitled "PROJECT AGREEMENT COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM", as follows. Section 1I.. Alteration(s) A. DELETE Section 1.Scope of Services—Program Delivery and REPLACE it with the following new Section I. Scope of Services—Program Delivery. Program Delivery The purpose of the Central County Homeless Shelter Project is to provide emergency shelter for homeless adults in Central and East Contra Costa County. The shelter is located at 2047 Arnold Industrial Way, North Concord (unincorporated area), in an existing light industrial warehouse structure.Opened on an emergency basis with temporary renovations in 1991,the shelter currently provides 24-hour emergency housing and related services for extremely-low income homeless residents, including seniors and disabled persons. The shelter has a year-round capacity of 60 beds, with!space for an additional 40-bed winter relief program. Substantial rehabilitation is required in order to complete the conversion of the existing facility into a permanent,cost-effective shelter with space appropriate for the provision of emergency housing and related services. The HACCC has worked with architects,engineers,and contractors to develop the following phased rehabilitation plan and budget. 1. Phase I included replacement of the heating and ventilation system, installation of permanent bathroom facilities, and construction and improvement of office,program and dormitory space. This phase has now been completed at a total cost of$617,031. 2. Phase II includes construction of a new dining room with food service station, storage cabinets and sinks, a new multipurpose room, classrooms, landscaping and other site and drainage improvements. The total cost of this phase is $177,100. The CDBG funds will be provided in the form of a recoverable grant with recorded declarations requiring the use of this facility as a homeless shelter for a minimum of 15 years. In addition to the $125:,000 in County CDBG funds provided under this Agreement,the HACCC was awarded previous allocutions of$310,000 in FY 1992/93 CDBG funds for acquisition of the shelter facility (CDBG Project Agreement 20-79) and $120,000 in FY 1995/96 and$266,000 in FY 1996/97 CDBG funds for Phase I of the rehabilitation and conversion of the shelter (CDBG Project Agreement 96-78- HSG). Including the current funds, the County has a combined total investment of$821,000 in CDBb funds in the Central County Shelter.In the event the facility ceases to function as a homeless shelter during the required 15-year period, County CDBG funds provided through the combined CDBG Agreements in an amount up to but not exceeding $821,000 or the appraised value of the sheltcI;r site less the amount of any senior liens must be repaid to the County's CDBG Program.This requirement does not apply in cases of temporary or short-term closures of less than six months in duration. B. DELETE Section II. Time of Performance and REPLACE it with the following new Section 11. Time of Performance. Services of the Subrecipient shall start on the 10`h day of September 1997 and end on the 3oth day of June 2002. The term of this Agreement and the provisions herein may be extended to cover any additional time period during which the Subrecipient may remain in control of CDBG funds or other assets including CDBG Program income, at County's sole discretion. Reaffirmance—Except as hereinabove amended,said September 10`h, 1997 CDBG Agreement 97-02-HSG shall remain in full force and effect. Other funds approved for this project include $52,100 in City of Antioch CDBG funds, $23,685 in City of Walnut Creek CDBG funds, and$1,965 in surplus funds from Phase I. MATCH: County CDBG funds require a minimum match of 25 percent of$31,250. Matching funds will be provided by City of.Antioch CDBG resources ($52,100).
