RECOMMENDED ACTION: ADOPT Resolution No. 5013 establishing salary levels for unrepresented and exempt employees of the Housing Authority of the County of Contra Costa for fiscal years 2001-02 through 2003-2004 and ADOPT Resolution No. 5014 approving the Memorandum of Understanding with Public Employees Local 1, establishing the salary and benefit levels for Housing Authority Clerical and Maintenance employees represented by Local 1 for November 1, 2001 through October 31, 2004. II. FINANCIAL IMPACT: Sufficient funds for a four and one-half percent(4.5%) cost of living increase, effective November 1, 2001, a four percent(4%) cost of living increase effective November 1, 2002 and a three and one-half percent(3.5%) cost of living increase November 1, 2003, are available in the Operating Budget for the Housing Authority of the County of Contra Costa or adjustments within the budget will be provided for in future years. III. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority Management and Public Service Employee members of Local 1 have engaged in productive and cooperative negotiations for a continuing labor agreement for the period of November 1, 2001 through October 31, 2004. It provides for a four and one-half percent(4.5%) cost of living increase November 1, 2001, a four percent(4%) cost of living increase effective November 1, 2002 and a three and one-half percent(3.5%) cost of living increase November 1, 2003. In addition, an increase in the Employer's share of the medical/dental premium has been increased. The proposed Memorandum of Understanding also provides employees a $15 increase in the Bilingual pay differential and a $10 increase in the Vision Plan allowance. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolutions No. 5013 and 5014, both the unrepresented and exempt classes and the clerical and maintenance employees represented by the Public Employees Union, Local# 1 would be denied the cost-of-living increase. Additionally, the Housing Authority would be forced to re-open negotiations with Local# 1.
