AUTHORIZE the County Administrator, or designee, to execute an agreement with Alcade & Fay in an annual amount of $100,000 plus allowable expenses not to exceed $3,000 for federal representation services for the period of December 1, 2001 through November 30, 2003. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): As directed by the Board on November 6, 2001, the County Administrator negotiated an agreement with the firm of Alcade & Fay for federal representation services for the period of December 1, 2001 through November 30, 2003. The contract provides for an annual retainer of $100,000, paid in monthly installments plus allowable expenses up to a maximum of $3,000 per year. As a minority-controlled/employee-owned firm, Alcade & Fay supports the County's MBE contracting goals. The contract specifies that Alcade & Fay will provide the following types of services: Assist the County in developing and implementing an effective federal advocacy strategy and annual legislative program to - influence federal laws and policies as they relate to County priorities, programs and operations; - increase funding for County priorities, programs and operations. Contact: Sara Hoffman,335-1080 I,,n,, �/ ATTESTED VaJYI 1 0 0,-0 / , )O 0 4 JOHN SWEETEN,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR cc: CAO BY DEPUTY .s — BACKGROUND/REASON(S) FOR RECOMMENDATION (conVd): ➢ Research, monitor and provide information to the County on such matters as - federal bills and laws; - congressional hearings, reports and testimony; - funding opportunities and availability; - federal regulations, guidelines, directives and other administrative policies, both proposed and adopted; - technical memoranda and reports impacting County operations. ➢ Represent County interests in meetings with members of Congress and/or their staff, and with federal agencies, boards, commissions, committees and other bodies as appropriate. ➢ Participate in appropriate coalitions and working groups on behalf of the County. ➢ Arrange for meetings involving County officials in Washington, D.C., as requested by t he County. ➢ Prepare and deliver briefings and activity reports as needed, including an annual report summarizing services and results. ➢ Perform other related duties as mutually agreed upon. As also directed by the Board, the County Administrator's Office has begun to work with Board members, County departments and our federal legislative representative to prepare a list of strategic federal priorities for the 2002 calendar year for Board review and approval.
