SUBJECT: Revised grant contract with the Metropolitan Transportation Commission for
receipt of a $50,000 "Transportation for Livable Communities" planning grant
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director to sign a revised grant contract as
requested by the Metropolitan Transportation Commission, relating to a $50,000
"Transportation for Livable Communities" planning grant from the Commission.
FISCAL IMPACT
The revised contract is needed to receive the $50,000 grant, which was awarded to the
County last year by the Metropolitan Transportation Commission (MTC) for work on the
Downtown EI Sobrante Transportation and Land Use Plan.
BACKGROUND/REASONS FOR RECOMMENDATIONS
MTC in 2000 announced a $50,000 grant award to the County,to help finance,a consultant
contract for planning services for the Downtown EI Sobrante Transportation and Land Use
Plan. Under the terms of the grant program, the County first pays the consultants, then
requests the grant money from MTC as reimbursement for the consultant costs. With
Board authorization, the Community Development Director signed a grant contract with
MTC in 2000. That contract was based on a preliminary scope of work for the project that
was taken from our grant application, before we hired a consultant. MTC recently sent us a
revised contract (Exhibit A) that includes the final scope of work performed by the
consultant team for the project. The contract revision has no effect on the amount of the
grant. The only change is the inclusion of the actual scope of work rather than the
preliminary scope of work. The consultant team was headed by Ove Arup and Partners.
Other firms on the team were the BMS Design Group, Mundie and Associates, Pittman and
Hames, and James Leritz, all based in San Francisco.

AMENDMENT NO. 1 TO AGREEMENT BETWEEN
METROPOLITAN TRANSPORTATION COMMISSION AND
COUNRY OF CONTA COSTA
FOR THE DOWNTOWN EL SOBRANTE TRANSPORTATION AND LAND USE PLAN
THIS AGREEMENT, effective as of October 18, 2001 is Amendment No. 1 to the
agreement by and between the Metropolitan Transportation Commission(hereinafter referred to
as "MTC") and County of Contra Costa(hereinafter referred to as "RECIPIENT), dated
September 25, 2000, which is herein incorporated as though set out in full.
NOW, THEREFORE, the parties agree to modify the subject agreement as follows:
1. 'Article 2, Time of Performance, is revised to extend the period of performance to
December 30, 2002.
2. Article 2c, Progress ss Pa ents, is revised as follows:

Downtown El Sobrante
Transportation And Land Use Plan
Scope of Work
Community groups and Contra Costa County are working together on the revitalization of
Downtown El Sobrante, a commercial area along a half-mile stretch of San Pablo Dam Road
between El Portal Drive and Appian Way. The project area is located in an unincorporated area
in the western part of Contra Costa County.
Once a thriving commercial area, Downtown El Sobrante has lost retail businesses and economic
vitality over the years due to a number of factors. The Downtown El Sobrante Revitalization
Effort seeks to reverse these trends through programs aimed at business attraction and retention,
circulation and parking improvements, land-use changes, and improvements to streetscapes,
building design and other visual elements of the downtown district.
The purpose of the scope of work is.to develop a transportation.and land use plan for Downtown
El Sobrante that will meet the community's vision in the following ways: restoring the business
district as a vital community center; improving circulation within the business district for buses,
pedestrians and bicyclists; enhancing the visual appearance of the downtown area; and improving
the mixture of downtown businesses and land uses, including residential development for all
income ranges and attractive public spaces.
This scope of work indicates the tasks to be performed by a consultant or team of consultants to
the RECIPIENT to assist with the revitalization of downtown El Sobrante. The three primary
components of the work are: development of a transportation and land use plan, development of
an implementation program, and a scan of environmental issues regarding the plan.
The transportation and land use plan for the downtown area will identify the locations and
provide designs for transportation improvements, including parking, to acconunodate motor
vehicle, bus, pedestrian and bicycle access and circulation. The plan will identify a mixe&use
development strategy for retail, commercial, office, affordable residential and public spaces.that
is compatible with community goals. The plan will also include design guidelines that integrate
buildings, streetscapes, landscaping and adjoining spaces in an attractive and accessible center
for the El Sobrante Valley.
The consultant(s) will develop an implementation program for the transportation, streetscape and
public space improvements. Short-tern and long-tern projects will be identified to serve phased
development of the downtown area. The implementation program will include a list of likely
funding sources, construction schedule estimates and permit requirements, among other items.
The consultant(s) will conduct a scan of environmental issues associated with the planned
improvements, for use by County staff in an Initial Study to meet the requirements of the
California Environnental Quality Act. County staff will create and publish the Initial-Study,
using input and recommendations from the consultant's environmental scan..

The consultant will provide recommendations to revitalize downtown El Sobrante. These
recommendations, pending approval by the Board of Supervisors, will be used by Contra Costa
County to guide future infrastructure investments and development in downtown El Sobrante.
The recommendations will be used in part as the basis for an amendment to the Contra Costa
County General Plan and its development standards and regulations pertaining to El Sobrante.
The 94803 Task Force, in consultation with County staff, developed the improvements that the
consultant will work on. The Task Force was created as one of the outcomes of a Downtown
Visioning Workshop conducted in January 2000 with fiends from a Community Development
Block Grant.
County staff and representatives of the 94803 Task Force will jointly oversee the consultant's
work. The County Community Development Department is the lead agency. The County Public
Works Department also will be involved.
Task 1. Project Initiation/Data Collection and Analysis
Task 1.1 Kick-off Meeting and Site Reconnaissance
RECIPIENT, through its consultant, shall hold a kick-off meeting will be held with the Steering
Committee to establish the relationships and lines of communication that will be the basis for
ensuring an efficient and meaningful study. The Steering Committee will consist of members of
county staff, the consultant team, and the 94803 Task Force.
The focus of the kick-off meeting will be confirming the study scope, objectives and priorities of
the Steering Committee. A discussion of opportunities and constraints in a free-flowing
brainstorm forum will help create the final work plan. Following the kick-off meeting, a
reconnaissance of the project will be conducted with members of the Steering Committee to
assess the physical character of the area and confirm site land use and transportation issues.
Task 1.2 Prepare Work plan
Following the initial kick-off meeting, RECIPIENT, through its consultant, shall develop a final
work plan and project schedule.
Task 1.3 Data Collection and Preliminary Analysis
RECIPIENT shall gather and deliver data to the consultant team, to facilitate the preliminary
analysis of the study area.
Task 1.4 Prepare Preliminary Opportunities/Constraints
RECIPIENT, through its consultant, shall prepare initial opportunity and constraint analysis, with
improvements structured into themes centered around geographic and activity areas.
RECIPIENT, through its consultant, will identify areas of overlap and areas where there may be

potential conflicts in meeting objectives.
Task 1.5 Steering Committee Meeting
RECIPIENT, through its consultant, shall hold a Steering Committee Meeting to review the
project team's initial analysis of the study area and discuss opportunities and constraints.

Task 2. Concept Preparation
Task 2.1 Prepare Economic Analysis
RECIPIENT, through its consultant, will evaluate "leakage" and potential market support for
retail uses in El Sobrante. Leakage analysis will be undertaken to gain a more rounded view of
the potential benefits of the transportation and land use plan. "Leakage" is the term used to
describe retail purchases by residents of a community that are made in some other community
rather than in the community in which they live. Residents of El Sobrante have a multitude of
options when they consider where to shop. To the extent that they choose to shop outside of El
Sobrante, their sales dollars are "leaking" out of the community. To the extent that those dollars
could be recaptured, they will support existing and additional retail businesses,potentially
located within the study area.
RECIPIENT, through its consultant, will compare sales per capita in El Sobrante for different
types of retail goods to sales per capita in neighboring communities, similar communities, and
Contra Costa County as a whole to estimate the amount of leakage by type of good and the
amount of retail space that the leaking sales would support. Because El Sobrante is an
unincorporated community within Contra Costa County, the economic consulting firm(Mundie
and Associates)will rely on County staff to obtain sales tax data for the stores within the study
area. Based on the differences in sales per capita in El Sobrante to those in the comparison areas,
the amount of additional market demand potentially available to local outlets will be estimated(if
the appropriate outlets were present in an arrangement that is attractive to the customer base) and
the amount of building space that sales activity could support.
Task 2.2 Prepare Preliminary Land Use Concepts and Transportation Concepts
RECIPIENT,through its consultant, shall explore initial concepts illustrating alternative land use
and transportation concepts,based on the Site Analysis, discussions regarding opportunities and
constraints with the.Steering Committee and informed by the economic analysis. These concepts .
will be expressed as diagrammatic graphic exhibits (i.e.,bubble diagrams).
Task 2.3 Prepare Initial Environmental Scan
Concurrent with the preparation of the economic analysis and preliminary concepts described
under Tasks II.1 and 111.2, RECIPIENT, through its consultant, shall prepare an Initial

Environmental Scan, describing current environmental conditions related to development within
the Project Area. The analysis will aid in the creation of a transportation and land use plan that
minimizes environmental impacts of the land use plan. A scan of environmental issues at this
early stage will also identify mitigation measures that can be incorporated into the plan to
mitigate or avoid significant environmental impacts. The initial environmental scan will cover
the environment topics outlined in the CEQA Initial Study checklist.
Task 2.4 Steering Committee Meeting
RECIPIENT, through its consultant, shall discuss the economic analysis and concepts in a
meeting with the Steering Committee. This session will begin to draw out the possible tensions
between objectives and will provide a focus for the generation of more refined alternative
themes. Transportation issues will be presented and the compatibility of the designs with the
existing land use designations will be explored.
Task 2.5 Town Hall Meeting
RECIPIENT, through its consultant, shall hold a Town Hall Meeting to introduce the plan and
process to the community. (Community Meeting#1).
Task 2.6 Community Meeting
The initial economic analysis and land use and transportation concepts will be presented by
RECIPIENT, through its consultant, at a community meeting hosted by the 94803 Task Force.
(Community Meeting#2).

Task 3. Develop Alternative Concepts for Transportation and Land Use Plan
Task 3.1 Prepare Transportation and Land Use Alternatives
Based on the input received in Task 2, RECIPIENT, through its consultant, shall prepare a set of
alternative transportation and land use alternatives. The Syncro intersection analysis model will
be used to analyze traffic impacts on intersections in the downtown area. Urban design themes
will be articulated and options for the use of materials will be prepared.
Task 3.2 Presentation of Alternatives
RECIPIENT, through its consultant, shall present the alternatives to the Steering Committee. The
discussion of the options will lead to a direction on the alternative designs to be presented to the
wider community.
RECIPIENT, through its consultant, shall hold a community meeting(Community Meeting#3)
to present the alternatives and obtain input for use in selecting a preferred alternative.

Task 4. Definition of Preferred Plan
Task 4.1 Prepare Preferred Concept
Following the public meetings, RECIPIENT, through its consultant, shall prepare the preferred
transportation and land use plan. This fully dimensioned plan will be suitably annotated to
describe the materials proposed and will include sufficient information to prepare the
implementation plan. Conceptual drawings of the streetscape and landscape will be provided
including typical cross sections and dimensions including consideration of entryways to the
downtown.
Task 4.2 Prepare Draft Implementation Strategy
RECIPIENT, through its consultant, shall prepare a Draft Implementation Strategy for the
improvements envisioned within the plan. The preliminary draft implementation strategy will
contain short-term and long-term components. The strategy will include a wide range of
measures, some based on a specific geography or theme and some that will impact along a length
of street. At the same time,while it will be possible to implement some measures in isolation,
others will require implementation in sequence. The goal will be to identify the different
elements of the plan and prepare a preliminary program that takes account of the need for a
seamless implementation, short and long-term objectives and the opportunity to attract funding
sources. The need for land acquisition will be assessed, and significant engineering issues will
be identified.
Task 4.3 Prepare Draft Environmental Scan Memo
RECIPIENT, through its consultant, shall prepare the draft environmental scan along with the
Preferred Transportation and Land Use Plan.
Task 4.4 Presentations of Preferred Plan
RECIPIENT, through its consultant, shall first discuss the preferred plan with the Steering
Committee, and later present it at a community meeting to representatives of a range of
organizations and community groups (Community Meetings #4 and 5). Comments obtained
during the presentations will.be considered and, as appropriate, incorporated into the Final Draft
Transportation and Land Use Plan.

Task 5. Final Plan Documentation
Task 5.1 Prepare Final Transportation and Land Use Plan
(Including Implementation Strategy and Environmental Scan Memo)
Based upon the outcome of Community Meeting#4, RECIPIENT, through its consultant, will
prepare documentation for the final plan. The final plan documents will include the agreed-upon
land use and transportation concepts for the area and an implementation program. As part of the
implementation program, environmental impact and costs will be described. Recommendations
will be made concerning how to proceed with CEQA requirements and the environmental review
process in coordination with the Implementation Program. The final plan will be presented back
to the community for final review(Community Meeting#5).
Task 5 Deliverable: Final Transportation and Land Use Plan, including Implementation
Program & Environmental Scan (Four color copies will be provided to MTC)
Task 6. Approval of Transport and Land Use Plan
Task 6.1 Preparation of Materials for Presentation to Supervisor and Committees
RECIPIENT, through its consultant, shall develop materials for presentation of the final plan to a
committee of the Board of Supervisors (the Transportation, Water and Infrastructure Committee
meeting) and then to the full Board of Supervisors for approval.
