the Workforce Development Board.

RECOMMENDED ACTION*
Per the attached letters, ACCEPT the resignations of Mr. Juan Francisco Prieto and Ms. Kathi Mowers
Moore from the Workforce Development Board. DECLARE the vacancies on the Workforce Development
Board and DIRECT the Clerk of the Board to apply the Board's policy for filling these vacancies.
FINANCIAL, IMPACT-
No County costs. The local Workforce Development Board is mandated by the Federal Workforce
Investment Act of 1998 (WIA). The costs of advertisement for new appointees will be funded through WIA
funds.
BACKGROUNDe
The following WIB members submitted their resignations (attached): Mr. Juan Francisco Prieto and Ms. Kathi
Mowers Moore, One-Stop partner representatives in accordance with section 121 (b) of the federal Workforce
Investment Act of 1998. Mr. Prieto will continue to work with the farmworker community in Contra Costa
County. Ms. Moore is resigning due to a new position and relocation.
The Workforce Investment Act (WIA) and the State Workforce Investment Board (SWIB) set membership
standards for local Workforce Investment Boards (WIBs).
The Workforce Development Board works with a broad range of business, education, labor, public agencies
and community-based organizations to recruit highly qualified nominees for appointment to the Board. All
nominees will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to
the Internal Operations Committee following WDB endorsement.

This memorandum requests that the Contracts Division prepare a County Board of Supervisors' Order
accepting the resignation of Mr. Juan Francisco Prieto from the Workforce Development Board of
Contra Costa County (see attached letter). Mr. Prieto represented a required One-Stop partner in
accordance with section 121 (b) of the federal Workforce Investment Act of 1998.
The Workforce Development Board will work with the County Board of Supervisors to fill this
vacancy within the next two months. Under the Workforce Investment Act, this vacancy must be filled
by a representative from the California Human Development Corporation.

Dear Mr. Kilpatrick
The Department of Rehabilitation is strongly committed to the Workforce Development
Board of Contra Costa County. As a member of this board, the caliber of board
members, the commitment to quality services, and the commitment to the diverse
communities of Contra Costa County have impressed me.
I will be leaving my current position of District Administrator of the Mt. Diablo Delta
District of the Department of Rehabilitation effective October 19, 2001. 1 have been
offered and have accepted a position within our administrative offices in Sacramento. I
will be serving as the Chief of Assistive Technology for the Department of
Rehabilitation. I must therefor tender my resignation to the Workforce Investment
Boards on which I sit. Additionally, in Contra Costa, I must resign from my committee
assignment on the Budget Committee.
The Department of Rehabilitation is currently moving forward to appoint a new District
Administrator for the Mt. Diablo Delta District. Once appointed, the new District
Administrator will nominate an individual to represent the Department of Rehabilitation
on the Workforce Development Board of Contra Costa County. During the interim, I
have asked that Scott Hanson, Rehabilitation Supervisor in the Concord Branch Office
attend Workforce Development Board meetings
