In April 1999, the Board of Supervisors accepted and approved the IHSS Public Authority Implementation Team Findings and Recommendations, including recommendations regarding Advisory Committee membership criteria. In March 2001, the Board approved amendments to the membership criteria. As amended, the Advisory Committee consists of 11 members: 4 Consumers aged 60 or older, 2 Consumers aged under 60, and one member from each Supervisorial District. The seat under consideration is a supervisorial district seat, which would not normally fall under the review of the Internal Operations Committee, which reviews nominations to the Consumer seats on the Advisory Committee. Therefore, Advisory Committee staff has been advised to, henceforth, bring only Consumer Seat nominations to this Committee. At its November 19 meeting, the Internal Operations Committee reviewed and approved the Advisory Committee's nomination of Teresa Flores to the District V seat, and now recommends approval of this nomination to the Board of Supervisors. BACKGROUND The Advisory Committee currently has a position for an IHSS provider that has been declared vacant by the Board of Supervisors. In seeking to fill this vacant seat, Public Authority staff mailed announcements of the vacancy to all IHSS providers residing in Supervisorial District V, announced the vacancy at all IHSS provider training sessions during the month of August, and encouraged Advisory Committee; members to solicit applications from providers. These efforts resulted in nineteen requests for applications. Seven providers submitted applications and agreed to be interviewed. The Recruitment and Nomination Committee of the Advisory Committee interviewed five providers. As a result of these interviews, Ms. Flores' application was.presented to and approved by the full Advisory Committee.
