RECOMMENDATION:
REAPPOINT the following individual to the Affordable Housing Finance Committee:

BACKGROUND:
The Affordable Housing Finance Committee was established in June 1995 and is responsible
for working with the Community Development Department to develop recommendations of
Supervisors concerning the allocation of project funds among eligible affordable housing
investment programs and projects. The Affordable Housing Finance Committee replaced both
the HOME Technical Review Committee and the Housing and Community Development
Advisory Committee.
The Committee has nine members, including six members of the HOME Technical Review
Committee. The Internal Operations Committee reviews nominations for appointment to the
three County and three Community seats. The Internal Operations Committee, at its November
5, 2001 meeting, reviewed and approved the nomination to reappoint Paul Julien to the
Affordable Housing Finance Committee and now proffers this recommendation to the Board of
Supervisors.

SUBJECT: Recommended Appointment to the Affordable Housing Finance Committee
The purpose of this memorandum is to forward to you the following recommendation from the
Affordable Housing Finance Committee (AHFC):
• reappoint Paul Jullien as a County Representative on the AHFC
Background
The Affordable Housing Finance Committee advises the Board of Supervisors on the annual
allocation of approximately $4.5 million in HOME Investment Partnership Act (HOME) and
Community Development Block Grant(CDBG)funds for affordable housing development in Contra
Costa County. These funds are allocated to the County on an annual basis by formula through the
U.S. Department of Housing and Urban Development.
The Committee consists of nine members, including:
• three city representatives (one each from East, Central and West County)
• three county representatives; and
• three community representatives.
The three city representatives are nominated by the cities in each subregion of the County and
approved by the Board of Supervisors.Nominations for county and community representatives are
solicited by the Community Development Department. All county and community representative
appointments to the AHFC are reviewed by the Internal Operations Committee(IOC)and referred to
the Board of Supervisors for approval. AHFC terms are for three years. A current AHFC roster is
attached for your information (Attachment A).
The term of the following three members of the AHFC expired on June 30, 2001: Paul Jullien,
County Representative; Jeanette Dinwiddie-Moore, Community Representative; and Calvin S.
Robie, City Representative for Central County.

• Mr. Jullien has stated his interest in continuing to serve on the AHFC (letter of interest
and resume attached). Based on his experience,.active participation and contributions to
committee deliberations, the AHFC strongly supports Mr. Jullien's reappointment.
• The Board of Supervisors will be asked to declare Ms. Dinwiddie's seat as a Community
Representative vacant on October 23, 2001 in preparation for seeking a new Committee
Member.
• The Central County Cities have agreed to nominate Mr. Robie for reappointment as their
representative on the AHFC. The City nomination will be forwarded to the Board of
Supervisors for consideration and approval on October 23, 2001.
In addition,the following two representatives have stated their desire to resign from the Committee
prior to the end of their current terms: Elizabeth Seifel, West County Representative; and Ron
Weber,Community Representative.On October 23,2001,the Board of Supervisors will be asked to
declare these seats vacant in order to initiate the process for new appointments.
In accordance with AHFC operating procedures, Committee Members continue to serve until
reappointed or replaced by the Board of Supervisors.
Recommendation
• As recommended by the AHFC:reappoint Paul Jullien as a County Representative for a term
beginning on July 1, 2001 and ending on June 30,2004.
