BACKGROUND:
The Advisory Council on Equal Employment Opportunity was established in July 1991 to serve
as an advisory. committee to the Board of Supervisors regarding the implementation of the
County's Affirmative Action Plan, to review the Affirmative Action Program and recommend
action's�to facilitate attainment of the County's goal for affirmative action.
The above nomination was endorsed by the Council and approved by the Internal Operations
Committee at its November 19, 2001 meeting. The Committee now proffers its
recommendation to the Board.

SUBJECT: Advisory Council on Equal
Employment Opportunity
The Advisory Council on Equal Employment Opportunity is recommending the
reappointment of Kofi Opong-Mensah to the upcoming vacant seat for the community
member (one of four representing women, minorities and other protected groups) seat
that will expire on November 30, 2001.
Background
The Advisory Council on Equal Employment Opportunity was established by the Board
July 9, 1991. The Council advises the Board on the implementation of the County's
Affirmative Action Plan, Outreach Program, and Small Business Enterprise Program.
The Advisory Council consists of eleven members as follows:
► two representing County management,
► two representing employee organizations,
► four representing women, minorities and other protected groups,
► one representing disabled,
► one representative of outreach,
► one representative of labor organizations.
The two employee organization seats are for two year terms and are rotated as follows:

The two County management seats are for two years and are appointed by the County
Administrator. The other seats are for three years and are solicited by the Advisory_
Council.
Recruitment of Applicants
In accordance with the October 12, 1999 memorandum from the IO Committee to
Department Heads responsible for staffing selected advisory bodies, the Advisory
Council on Equal Employment Opportunity asked Mr. Kofi Opong-Mensah if he wanted
to continue to be a member of the Council. Mr. Opong-Mensah said he would like to be
reappointed to the Council. The Advisory Council interviewed and voted to recommend
Mr. Opong-Mensah's reappointment to the Council.
Recommendation
The Advisory Council recommends that Mr. Kofi Opong-Mensah be reappointed as a
member of the Advisory Council.
