SUBJECT: GRAND JURY PER DIEM INCREASE — -
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
INTRODUCE Ordinance amending County Ordinance section 28-4.002 to increase the per
diem to grand jurors for attendance at a grand jury meeting from ten dollars to fifteen dollars;
WAIVE Reading; and fix December 11, 2001 for ADOPTION.
FINANCIAL IMPACT:
Based on approximately 150 meetings per year the increased per diem rate will cost $14,250
in General fund dollars per year. Increased cost for the current fiscal year will be less than
$8,000.
BACKGROUND:
On August 7, 2001 your Board recommended an increase in Grand Jurors' compensation from
ten to fifteen dollars for attending meetings. On August 8, 2001, staff requested that County
Counsel update the County Ordinance 28-4.002 regarding Grand Jurors' compensation.
County Counsel has completed its review and amended the Grand Jurors' compensation
Ordinance as attached.

The Contra Costa County Board of Supervisors ordains as follows (omitting the
parenthetical footnotes from the official text from the enacted provisions of the County
Ordinance Code).
SECTION I. Summary. This Ordinance amends section 28-4.002 to increase the per
diem to grand jurors for attendance at a grand jury meeting from ten dollars to fifteen dollars.
SECTION II. County Ordinance Code section 28-4.002 is amended to read as follows:
28-4.002 Grand jurors' compensation.
(a) Per Diems. Each grand.juror shall be paid ten f ft�eei dollars for attending each
f`ifte
meeting of the jury and ten er dollars for attending each meeting of its committees, but not
more than one of each ten-doll.r fifte.6-dollar per diems in any one twenty-four-hour period
from six a.m, to six a.m. the following day.
(b) Expenses. Each grand juror shall be reimbursed for actual, necessary, and reasonable
expenses (including mileage), at the same rates as for county commissions. (Ords. 2001-_,
84-63 § 1, 81-73 § 1, 81-62 §1: Government Code § 68091; see also Penal C. § 890 and former
Govt. C. § 76009).
SECTION III. Effective Date. This ordinance becomes effective 30 days after passage,
and within 15 days after passage shall be published once with the names of supervisors, voting
for and against it in the , a newspaper published in this County.
