HomeMy WebLinkAboutMINUTES - 12042001 - C.131 TO: BOARD OF SUPERVISORS 6t L FROM: William Walker, M.D. , Health Services Director Contra By: Ginger Marieiro, Contracts Administrator ot, " ' - Costa e +4e DATE: November 20, 2001 °� �v County SUBJECT: Approval of Intercounty Services Contract #24-889-5 with Alameda County (for its Health Care Services Agency/Mental Health Services) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Intercounty Services Contract #24-889-5 with Alameda County (for its Health Care Services Agency/Mental Health Services) to provide psychiatric treatment services for seriously emotionally disturbed and behaviorally disordered adolescents, for the period from July 1, 2001 through June 30, 2002, to be paid at the following rates: $221 per day for each Medi-Cal eligible client $442 per day for each non-Medi-Cal eligible client This Contract includes a six-month automatic extension through December 31, 2002 . FISCAL IMPACT: This Contract is funded 100% by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This Mental Health Program supports the following Board of Supervisors community outcomes: "Children Ready for and Succeeding in School" , "Families that are Safe, Stable and Nurturing" , and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Under this Intercounty Services Contract, Alameda County will provide up to four beds for the Subacute Treatment for Adolescents with Rehabilitation Services (STARS) Program for County-referred adolescents who would otherwise be hospitalized at Napa State Hospital. These STARS Program clients receive residential care, intensive day treatment, non-public school education, and acute psychiatric health facility services, as required. Alameda County has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. In the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written. On March 6, 2001, the Board of Supervisors approved Intercounty Services Contract #24-889-4 with Alameda County, for the period from July 1, 2000 through June 30, 2001, (which included a six-month automatic extension through December 31, 2001) for the provision of psychiatric treatment services. Approval of Intercounty Services Agreement #24-889-5 will replace the six-month automatic extension under the prior Contract and allow the Contractor to continue providing services through June 30, 2002 .
